The PMO sets and owns governance standards that ensure consistent, effective project management practices across products, platforms, and client solutions.The Vice President, Project Management is a senior leader responsible for shaping and scaling project management strategy, governance, and execution across the organization. This role provides executive-level oversight of large-scale, integrated programs and ensures alignment between delivery, client objectives, financial performance, and organizational priorities. The VP is a trusted partner to executive leadership, capability leads, and senior client stakeholders, driving operational excellence, continuous improvement, and talent development within the PMO.ResponsibilitiesStrategic Leadership & GovernanceSet the vision, strategy, and operating model for project management across StarcomOwn and evolve PMO governance, frameworks, and best practices to support enterprise and client initiativesDrive consistency and scalability across delivery methodologies, tools, and reportingPartner with executive leadership to align project prioritization with business strategy and investment decisionsProgram & Portfolio OversightProvide executive oversight for large-scale, cross-capability programs and portfoliosEnsure delivery against agreed scope, timelines, budgets, and quality standardsAnticipate and manage enterprise-level risks, dependencies, and escalationsLead high-impact client and internal initiatives that span multiple teams, markets, and disciplinesClient & Stakeholder PartnershipAct as a senior advisor and escalation point for clients and internal leadershipLead executive-level client discussions related to delivery, governance, and operational effectivenessPartner with capability, product, and transformation leaders to deliver integrated solutionsEnsure strong communication, transparency, and alignment across stakeholdersFinancial & Resource ManagementOversee financial health of project and program portfolios, ensuring efficient use of resourcesPartner with finance and leadership teams on forecasting, staffing models, and investment planningDrive accountability for budget management and delivery performancePeople Leadership & Talent DevelopmentBuild, lead, and develop a high-performing project management organizationCoach and mentor senior project management leaders (Directors, GMs, Supervisors)Define career paths, capability development, and succession planning within the PMOChampion training, onboarding, and continuous learning across project management disciplinesContinuous Improvement & InnovationApply learnings from delivery outcomes to refine processes and improve performancePromote adoption of appropriate project management methodologies (Waterfall, Agile, hybrid)Drive operational improvement initiatives that enhance speed, quality, and collaborationRepresent project management leadership in broader agency transformation effortsQualifications10+ years of project/program management experience, with senior leadership responsibilityDeep experience within media advertising or related agency environmentsProven leadership of complex, cross-functional, enterprise-level initiativesStrong client partnership experience, including executive and C‑suite engagementExpertise in multiple project management methodologies (Waterfall, Agile, hybrid)PMP, PgMP, CSM, or similar certification strongly preferredExceptional communication, presentation, and executive storytelling skillsDemonstrated ability to lead through influence and drive organizational changeStrong financial acumen and experience managing large budgets and resource plansWorking knowledge of enterprise tools (Smartsheet, Jira, Confluence, MS Teams, MS Visio)Bachelor’s degree preferredAdditional InformationStarcom is an Equal Opportunity Employer. This is the pay range the Company believes it will pay for this position at the time of this posting. Consistent with applicable law, compensation will be determined based on the skills, qualifications, and experience of the applicant along with the requirements of the position, and the Company reserves the right to modify this pay range at any time. Temporary roles may be eligible to participate in our freelancer/temporary employee medical plan through a third-party benefits administration system once certain criteria have been met. Temporary roles may also qualify for participation in our 401(k) plan after eligibility criteria have been met. For regular roles, the Company will offer medical coverage, dental, vision, disability, 401k, and paid time off.
