Description: Markon’s partner company is seeking a Strategic Planning Analyst to assist an Intelligence Customer with implementing Data Strategy, to include defining corresponding implementation plans and making resource-allocation decisions to pursue said strategy. Responsibilities may include: Assist with strategy development, implementation planning, and prioritization. Inform Data Strategy implementation based on industry and Government best practices for Data Strategy and Strategic Data Management. Provide analysis of the sponsor’s Data Strategy and implementation progress to identify gaps, overlaps, redundancies, and dependencies. Define and implement approach to capture metrics needed to assess progress against sponsor strategic data goals. Engage across sponsor strategic initiatives to align Data Strategy implementation with related IT, AI, and corporate strategies. Support the incorporation of the Sponsor’s Data Strategy throughout the sponsor’s portfolio while ensuring the application of consistent logical and repeatable data for strategy execution and reporting. Engage and work with Sponsor components and stakeholders to execute implementation plans at the component level aligned to achieving strategic goals. Facilitate integration and adoption of the Sponsor’s Data Strategy by creating communication roadmaps and socializing significant activities within the sponsor. Assist in monitoring and maintaining the Sponsor’s Data Strategy using best practices and benchmark to ensure alignment with Agency and Sponsor mission, policies, directives, business goals, and performance targets. Requirements: A bachelor’s degree (or equivalent experience) in quantitative analysis, financial analysis, social sciences, or a closely related field Minimum 16 years’ experience Knowledge of strategic planning and resource management processes Knowledge of program planning and execution processes Knowledge of business resource planning practices and cost analysis methodologies Knowledge of quality assurance procedures to ensure data integrity and timeliness of the data Knowledge of economic and accounting principles and practices Knowledge of program risk assessment principles and processes Ability to apply analytic and diagnostic techniques and quantitative techniques sufficient to identify, evaluate, and recommend to managers substantive solutions to resolve interrelated quantitative analytical problems and issues TS/SCI with a Polygraph Desired: Doctorate (or equivalent experience) in a field related to the position 20 years’ experience 5 years’ experience in the Intelligence Community Knowledge of IC strategic planning and resource management processes Expertise in data management, data governance, and data strategy Ability to work in a dynamic and challenging environment Strong oral and written communications and interpersonal skills
