DutiesThe duties include: Providing operational oversight and technical support for the storage, transportation, distribution, and accountability of bulk petroleum products within the U.S. European Command (USEUCOM) and U.S. African Command (USAFRICOM) AOR. Managing wholesale fuel operations and planning activities involving U.S. petroleum products and petroleum storage facilities. Planning regional fuel storage and resupply requirements and assessing service component fuel demands. Overseeing support operations involving Defense Fuel Support Points, NATO depots, ocean-going tankers, refinery contracts, and pipeline systems. Coordinating with military organizations, foreign government representatives, and other stakeholders on petroleum support operations, agreements, and planning issues. Entering and monitoring inventory and receipt data in automated systems and petroleum reporting applications. Coordinating the receipt and distribution of bulk petroleum products to support mission requirements. Advising customers on DLA Energy policies, procedures, and operational support capabilities. Must complete DoD certification and other requirements. See Addtl Info. QualificationsTo qualify for a Operations Management Specialist, your resume and supporting documentation must support: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Conducting strategic planning by analyzing long-range fuel requirements, evaluating regional fuel storage and resupply systems, and providing recommendations to leadership on operational changes and system improvements. Liaised with U.S. military organizations, foreign government representatives, and commercial partners to resolve complex petroleum logistics issues and ensure compliance with international agreements. Using automated systems like Enterprise Business Systems (EBS) and other petroleum reporting tools to manage fuel ordering, tracking, inventory accountability, and operational data. Coordinating with military organizations, foreign government representatives, commercial partners, or other stakeholders to resolve complex petroleum logistics or operational support issues. Apply fuel support, supply, or logistics policies, procedures, and operational guidance to support mission requirements and improve operational effectiveness.
