THE SCHOOL BOARD OF MANATEE COUNTYLocal Title: SPECIALIST, ACCOUNTINGState Title: Specialist/Manager, Fiscal ServicesJOB DESCRIPTIONJOB GOAL:To ensure all Internal Account bookkeeping is carried out according to the rules, regulations and guidelines set forth by the State of Florida and the School Board of Manatee County. To assist with directing, planning and organizing of the overall financial operations of District charter schools and contract sites accounting data to ensure data are timely and adequately recorded and financial information is properly reported.QUALIFICATIONS:Bachelor's Degree in business administration, accounting or related field from an accredited educational institution.Minimum of five (5) years of experience in school bookkeeping and/or auditing.KNOWLEDGE, SKILLS AND ABILITIES: Ability to work with people at all levels of the district. Ability to communicate in an effective, efficient, and clear manner. Knowledge of accounting principles, practices and procedures and the ability to apply such knowledge. Knowledge of modern-day office procedures, methods and equipment. Knowledge of bank statement reconciliations procedures. Ability to analyze financial transactions and to make appropriate adjustments or original journal entries. Ability to prepare financial reports and statements, memoranda, and miscellaneous reports as required. Ability to plan, organize and prioritize activities related to assignment. REPORTS TO: Director of Finance SUPERVISES: Accountant, Budget Analyst(s), Junior AccountantPERFORMANCE RESPONSIBILITIES:Provide technical assistance to schools and departments.Monitor financial reporting requirements of District charter schools.Oversee proper payments to District charter schools and contract sites.Participate in charter application and contract renewals.Provide assistance and information for auditors as required. Assist in preparation of the Annual Financial Report and the Annual Comprehensive Financial Report. Accomplish departmental functions according to established schedules, calendars, projects, and programs of the assigned department.Assist in the preparation, prepare, review, and ensure the accuracy of reconciliations, internal controls and reporting tasks relevant to assigned functional areas, e.g., earnings, expense, cash, budget discrepancy, and operations reviews and reports.Prepare reports and special project results and financial control summaries for management review.Generate various system reports, reviews and calculations to ensure accuracy in system processing, e.g., financial and operations reporting of school activity accounts.Review, update and distribute various memorandums and policy statements.Assist in establishing and monitoring bank deposit procedures.Responsible for the district Facility Lease Program.Perform related work as assigned.Follow attendance, punctuality and proper dress rules.Ensure adherence to good safety standards.Maintain confidentiality regarding school/workplace matters.Exhibit interpersonal skills to work as an effective team member.Model and maintain high ethical standards.Represent the district in a positive and professional manner.Demonstrate initiative in the performance of assigned responsibilities.Respond to inquiries and concerns in a timely manner.Communicate effectively with students, parents, staff, administrators and vendors.Keep supervisor informed of potential problems or unusual events.Follow federal and state laws as well as School Board policies, rules and regulations.Demonstrate support for the school district and its goals and objectives.Prepare all required reports and maintain all appropriate records.Participate successfully in the training programs offered to increase skill and proficiency related to assignment.Perform other task consistent with the goals and objectives of this position.PHYSICAL REQUIREMENTS: Light work: Exerting up to 20 pounds of force occasionally and/or up to 10 pounds of force as frequently as needed to move objects.TERMS OF EMPLOYMENT:Salary and benefits shall be paid consistent with the District's approved compensation plan.
