Position Summary
Community Rightful Center, Inc. (CRC) is a nonprofit organization serving underserved and vulnerable populations across Miami-Dade and Broward Counties. CRC delivers integrated services in behavioral health, HIV prevention and care, housing stability, and workforce development .
The Chief Program Officer (CPO) is a senior executive leadership role responsible for the strategic oversight, operational performance, and compliance of CRC's entire program portfolio .
This leader ensures all programs are delivered with excellence, meet funder and regulatory requirements, and achieve measurable outcomes aligned with CRC's mission and strategic goals.
The ideal candidate is a data-driven, mission-focused executive leader with deep experience managing complex, multi-funded human services programs and leading multidisciplinary teams in high-performance environments.
Program Areas of Oversight
* Substance Abuse & Mental Health Services (SAMHSA-funded programs)
* HIV Prevention & Care (including PrEP, Ryan White, Hepatitis integration)
* Vocational Rehabilitation Services
* Ticket to Work Program
* HOPWA Housing Program
* Integrated Behavioral Health & Support Services
Key Responsibilities
Strategic Leadership & Program Oversight
* Provide executive leadership across all CRC programs
* Translate CEO vision into operational strategies, goals, and performance targets
* Design and implement evidence-based, trauma-informed service delivery models
Program Performance & Outcomes
* Develop, monitor, and manage program KPIs across all service lines
* Oversee data collection, reporting, and outcome measurement systems
* Lead program evaluations, audits, and corrective action plans
Staff Leadership & Development
* Supervise Program Managers and senior program staff
* Provide coaching, performance management, and leadership development
* Foster a culture of accountability, equity, and high performance
Compliance, Grants & Budget Oversight
* Ensure compliance with all funders and regulatory bodies (SAMHSA, Ryan White, HOPWA, workforce programs, etc.)
* Collaborate with Finance on budget development, monitoring, and reporting
* Oversee grant implementation, reporting, renewals, and audits
Cross-Functional & External Leadership
* Partner with HR, Finance, Development, and Operations to ensure alignment
* Represent CRC with funders, government agencies, and community partners
* Support organizational strategy, planning, and special initiatives
Required Qualifications
* Master's degree in Public Health, Social Work, Psychology, Public Administration, or related field
* Clinical licensure preferred (LMHC, LCSW, or equivalent—active or eligible)
* 7-10+ years of progressive leadership experience in nonprofit or public-sector program management
* Proven experience managing multi-program, grant-funded service systems
* Strong background in federal/state funding streams (SAMHSA, Ryan White, HOPWA, workforce development, etc.)

Work Environment
* Travel required within Miami-Dade and Broward Counties
* Occasional evenings/weekends for program or community events
* Hybrid/field-based leadership role depending on operational needs
