Legal Entity: AECOM Technical Services Inc Business Line: Water Work Location Model: Hybrid Primary Location: US - Virginia Beach, VA - 222 Centra Compensation: USD 165,000 - USD 195,000 - yearly Job Description Program Controls Manager to manage Water and Wastewater programs in Washington DC, Virginia and Maryland area. This position reports to the VP Program Controls Practice Lead East, works closely with program delivery leadership and manages a program controls team. The selected candidate will be an exceptional leader with a proven track record of managing project controls and delivery of high performing capital programs of high strategic value and high level of execution complexity. The selected candidate will be responsible for the controls of the project lifecycle for a portfolio of medium to large infrastructure projects involving capital planning and project delivery. Responsibilities Work as an owners‐adviser in a consulting environment within a collaborative team structure; experience on large construction projects or programs is preferred. Understand and deliver program versus project objectives, provide oversight and leadership ensuring alignment with strategic objectives set by senior leadership, including setting up benefits realization and performance metrics to meet client CAPEX program objectives. Provide expert guidance during setup and configuration of project control systems. Track and maintain overall program information and individual project elements, identify and address project interdependencies. Engage in strategic collaboration with program leads and project managers to ensure optimal resource allocation and utilization. Establish and maintain constructive relationships with project stakeholders and clients. Be self‐motivated, willing to take on issues and solve problems. Facilitate clear and concise communication between project teams, stakeholders, and senior leadership, providing insightful and actionable updates. Maintain close working relationships with senior leadership to define and refine program‐level objectives with precision. Deliver comprehensive and regular updates to senior leadership on program progress, challenges, and achievements, ensuring full transparency and accountability. Lead coordination efforts across multiple projects within the program, ensuring seamless integration and alignment with overarching program objectives. Lead data management for monitoring and reporting, support configuration and maintenance of various project management information systems and other control systems. Lead data analysis and program dashboard development, using tools such as Power BI for reporting and communication to all stakeholder levels. Have experience with one or more project information management platforms (e.g., InEight, e-Builder, PMWeb, Procore, Kahua, Oracle Unifier). Possess proven communication skills across multiple platforms—oral, written, and data presentation using Microsoft Word and PowerPoint. Have a track record of producing accurate and succinct monthly reports and responding to ad hoc client reporting requests. Shape and advance the organization's program controls capabilities. Qualifications Bachelor's degree in engineering, construction, computer science, business or related field; 10+ years of related experience or demonstrated equivalency, including 2 years of leadership experience. Minimum of 7 years of experience working with program controls. Preferred: 15+ years of total experience in computer science, engineering, procurement and construction projects; experience outside of engineering and construction will be considered. Experience in Water, Sewer, and Wastewater projects. Experience delivering or working on projects of at least $500 million CAPEX. At least 5 years of experience managing program and project controls.
