The division is responsible for four main program areas: Adult Social Work Services, Community Social Work, the Senior Citizens Nutrition Program, and the Mecklenburg Transportation System (MTS). Position Specific Information Mecklenburg Transportation System (MTS) and the Services For Adults (SFA) division is seeking a seasoned, human services professional to lead the County’s Non-Emergency Medical Transportation services.The successful candidate should have a proven track record of strategic thinking and innovation as it relates to managing and developing transportation systems and services for seniors.To be successful, the manager will need to be knowledgeable in the local and regional transportation community and be intentional around collaboration with community members, key stakeholders, and partners to build a robust array of transportation strategies for Mecklenburg County residents, particularly seniors.The ideal candidate is well-versed in the importance of social determinants of health and their effect on overall wellbeing, specifically as it relates to the transportation needs of residents eligible for publicly funded services and resources.Full time position located onsite at VCW, 3205 Freedom Dr., Charlotte, NC 28208. Primary work hours are Monday – Friday, 8:00 AM to 5:00 PM.Position SummaryPlan, develop, and manage human services programs. This senior-level position is responsible for organizing staff to effectively carry out program activities; implementing program design, development and strategic planning; and ensure compliance with program requirements.Essential FunctionsManage and evaluate assigned staff; process and resolve employee concerns and problems; direct work; coach, counsel, and mentor staff; complete employee performance appraisals; conduct interviews and make hiring recommendationsEnsure operational efficiency while meeting local, State and Federal guidelinesDevelop new program policies and procedures that are continually incorporated into the divisionResponsible for budgeting, strategic planning, goal setting, measurement, hiring, retaining staff, and ensuring adequate training needs are metDevelop procedures to meet department or program goals, ensuring adherence to regulatory guidelinesReview information with teams or staff members to provide guidance and direction in the delivery of servicesEstablish performance objectives, conduct periodic reviews and monitors progressProvide consultation to staff in complex case situations, acute emergencies, or cases which require a high level decisionReview and analyze activity reports and statistics for continuous assessment and improvement of program operationIdentify information and resources necessary to assess community needsAssist in the development and implementation of program procedures and policiesCoordinate and align services and activities to monitor performance through data collection and reportingParticipation on committees and work groups both internally and with community partners as neededSome positions may be required to supervises enrollment and eligibility activities performed in the NC FAST systemMay be required to staff shelters in the event of a disasterMinimum QualificationsExperience: Minimum of seven years of experience in area of assignment and two years of supervisory experienceEducation: Bachelor's Degree in Human Services or related field.Combination of relevant education and relevant experience accepted: YesLicenses And CertificationsRequires a valid North Carolina or South Carolina Driver's LicenseRequires County Driving PrivilegesPreferred QualificationsPrior transportation services experience on the county local government, city, regional, or federal government level.Subject matter expert with transportation background in developing and implementing strategic plans and evaluation for transportation services a must.Knowledge of the Department of Transportation (NCDOT) and Federal Transit Administration (FTA) policies, procedures system applications, including the Americans with Disabilities Act (ADA) guidelines.Knowledge of auditing procedures, i.e. National Transit Database (NTD), Triennial Reviews, etc. Prepare reports, maintain records and support grants and compliance reviews.Knowledge of call center operations related to dispatch, scheduling and customer relationships.Experience with planning, coordinating and optimizing service delivery, including routing, scheduling and fleet utilization for paratransit services.Knowledge of safety programs, incidence response and risk management;
