RegistrationCivil Engineer - Bachelor of Science Degree in Civil Engineering or related field from an accredited 4-year college or universityCertification as a Texas Professional EngineerIf registered in another state, obtain registration in Texas within one yearProject Manager - Bachelor of Science Degree in Engineering or related fieldThree (3) years of work-related experience in public works or civil engineering in a city of larger or similar sizeWorking knowledge of Microsoft Office SuiteExperience with reading and interpreting plans and construction specificationsRequired Licenses Or CertificationsValid Texas Driver's License with an acceptable driving record to be maintained throughout employmentMust have professional verbal and written communication skillsMust be organized, detail-oriented and able to multitaskMust enjoy working in a fast-paced high energy environmentAbility to plan, organize, coordinate, direct, review and evaluate performance of consulting engineers, contractors, and others involved in CIP and non-CIP projectsAbility to exercise sound judgment in evaluating situations and in making decisionsAbility to follow standard operating proceduresAbility to work independently and with a teamAbility to meet project deadlines ResponsibilitiesUnder the direction of the Program Director and The Client, the primary responsibilities are to assist the Director and Program team with managing Capital Improvement Program (CIP) and non-CIP projects for a variety of projects such as utilities, streets, drainage, and related infrastructureReviews of design plans and specifications, project manuals, reports, and other documents associated with the projects and in accordance with City Standards and OrdinancesManaging all phases of the City's study/design and construction projects, such as inspections, permitting activities, project closeout-outs to ensure all phase of design and construction are completed within plans and specifications, and also in accordance with the City's Project Management Manual and with minimal interruptions to design and/or construction scheduleProjects involving streets, drainage, water and wastewater improvements, and utilitiesMaintaining manual and electronic files and records to provide up-to-date reference and to comply with regulatory requirements and established guidelines;Preparing project information for City Council, boards and commissions, when required;Providing project management and coordination of design and/or construction of CIP and non-CIP projects, to include, but not limited to, selecting consultants, assisting in contract negotiations, quality assurance, reviewing of construction plans and specifications, reviewing cost estimates, negotiating change orders, preparing and tracking of schedules, managing project budgets, reviewing pay requisitions, construction management services, site visits to inspect work, etc.;Reviewing submittals of completed projects and preparing close-out documents;Attending public internal and external meetings associated with assigned projects;Preparing project scope of work presentations for architects and/or engineers or for use in document preparation to ensure the scope of work for the project is accurate;Managing the bidding process with contractors, evaluating bids and designs, and preparing project awards for contractors;Ensuring project compliance with local, state, and federal regulations and mandates, enforcing of appropriate safety and security precautions;Exercises independent judgment and assures the highest quality projects are delivered on time and within budget;During periods of diminished project management duties/ tasks may include managing of transportation and public works projects;Reviews site plans, and construction plans within the development review process regarding conformance with City standards & specifications, and conformance with City ordinances and polices;Responds to citizen's request for service and complaints in a timely and courteous manner;Assisting with development of project schedules;Performing other related duties as may be assignedWork is performed in a standard office environment subject to sitting, standing, bending, and reaching for extended periods of time; and must be able to pull, push, lift, and carry items weighing up to forty (40) poundsField work is performed outdoors in all weather conditions to observe site conditions and constructionMay be required to work immediately before, during or after an emergency or disastersWork EnvironmentThe work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. While performing the duties of this job, the employee is regularly exposed to moving machinery & mechanical parts, uneven ground, exposure to dust, gas or fumes, exposure to loud noise, and outside weather conditions.Physical Requirements:The physical requirements must be met by an employee to successfully perform the essential functions of this job. Intermittent unassisted sitting, walking, standing, bending, squatting, climbing, kneeling, twisting, stooping, crawling, pushing and lifting is required. Must be able to walk and/or stand for prolonged periods of time for at least eight hours per day. The employee must frequently lift and/or move light equipment up to 50 pounds without assistance. Must be alert to equipment in the field, occasional need to work near hazardous equipment and machinery, ability to walk on uneven ground while physically maneuvering construction sites, ability to work in extreme temperatures or humidity, and potentially work at heights.Other Requirements:Possession of a valid state of residence driver's license with a clean driving record.Daily travel to and from construction sites, generally within 100 miles from the home office is expected. Short term, out of town, assignments may be required.
