Sr. Acquisition Program Manager
Modern Technology Solutions, Inc. (MTSI) is seeking a Sr. Acquisition Program Manager to join our growing team. You will provide direct financial and contract management support to a Government Program Office (GPO) customer executing research, engineering, prototyping, development and test. Candidate will support the Program Director by providing oversight of cost/schedule/performance, planning, and reporting of current and future projects being explored and executed. This position is located in Columbia, Maryland.The Ideal Candidate For This Position Must Be Motivated And Able To Work Independently Or In a Small Team And Be Familiar With Or Have Experience In The Following AreasDoD 5000 Series: In-depth knowledge of the DoD 5000 series regulations and the Adaptive Acquisition Framework for managing Acquisition Category (ACAT) programs. Acquisition Pathways: Experience with planning, evaluating, and implementing various acquisition strategies, including traditional, Sole Source, Other Transaction Authority (OTA), and Urgent Capability pathways.Systems Engineering: Knowledge of Systems Engineering processes, including requirements development, verification, and validation.Risk Management: Developing, maintaining, and executing program risk management plans, including risk identification, analysis, handling, and monitoring. Contract Support: Providing program management support and inputs to Requests for Proposals (RFPs), including system requirements, Statements of Work (SOWs), and evaluation criteria. Performing technical evaluations of contractor proposals, concepts, and studies.Financial Management & Analysis: Direct support for the preparation and submission of funding documents, including purchase requests and Military Interdepartmental Purchase Requests (MIPRs), spend plans, and invoices.Communication: Providing oral and written briefings to senior GPO leadership, create written reports detailing assessment findings, and make recommendations to customers and external partnersTeamwork: Routinely collaborate with interagency partners across the whole-of-government to generate new project concepts and overcome challengesRequired Qualifications20+ years of relevant experience in DoW acquisition and program managementProven experience with the Department of War Acquisition process financial management and contractingExcellent spoken, written, and interpersonal skillsExperience with DoW hardware, software, or weapon system design, development, prototyping, testing, or operationsWilling to travel both CONUS and OCONUSPreferred QualificationsExtensive knowledge and experience with the DoW Acquisition process, financial management, contracting, program planning and executionEducation RequirementsBachelor of Science (B.S.) in a related field required.Master’s degree in a related technical discipline.
