Facilities Maintenance Supervisor

GENERAL PURPOSE:Under the direction of the Communications Manager, this position is responsible for the management, oversight, and performance of all third-party vendors and service providers supporting the Center's commercial building systems, infrastructure, and security technologies.This role serves as the primary point of accountability for vendor selection, contract administration, service level compliance, and quality assurance, ensuring that all outsourced maintenance, repair, and operational services meet the Center's standards for reliability, safety, and performance-particularly in support of mission-critical 24/7 911 operations.As part of the Technical Services Department, the Facilities Maintenance Supervisor ensures that vendor-delivered services across HVAC, electrical, plumbing, janitorial, landscaping, power systems, and security are effectively coordinated, compliant, and continuously optimized.ESSENTIAL JOB FUNCTIONS:Develop, negotiate, and administer service contracts, including scope, pricing, SLAs, and performance metrics.Manage contract lifecycle activities including renewals, amendments, change orders, and termination processes.Lead procurement, selection, and onboarding of vendors and contractors for all facility maintenance and operational services.Ensure all vendor work complies with applicable laws, codes, regulations, and public works requirements (including prevailing wage and documentation).Monitor vendor performance against contractual obligations; enforce service level agreements and initiate corrective actions when needed.Conduct regular vendor performance reviews, audits, and site inspections to ensure quality, safety, and compliance.Maintain accurate records of contracts, service histories, compliance documentation, and vendor certifications.Oversee facility operations by coordinating and directing vendors responsible for HVAC, electrical, plumbing, generators, UPS systems, janitorial, landscaping, and security systems.Ensure timely response and resolution of service requests, preventative maintenance, and emergency repairs through vendors.Responsible for overall facility and premises cleanliness, hygienic condition, and appearance of grounds, building (interior/exterior), structures, and perimeters.Participate in on-call rotation to coordinate emergency vendor response.Coordinate the receipt and tagging of fixed assets, equipment, and furniture deliveries.Assist with inventory processes and development of replacement plans as assigned.Perform related work, special projects or other duties as assigned.KNOWLEDGE SKILL & ABILITIES:Strong knowledge of vendor management, contract administration, and procurement processes.Demonstrated ability to negotiate contracts and manage vendor performance using KPIs and SLAs.Knowledge of public works contracting, Washington State L&I requirements, and regulatory compliance.Working understanding of building systems (HVAC, electrical, plumbing, security, grounds maintenance) sufficient to effectively manage vendors and validate work quality (not necessarily perform the work).Ability to interpret contracts, technical scopes of work, and construction documents.Strong organizational and documentation skills for managing multiple vendor relationships and contracts simultaneously.Excellent communication skills with the ability to hold vendors accountable while maintaining professional relationships.Excellent time management, organization, problem solving ad prioritization abilities.Ability to operate in a mission-critical environment with urgency, discretion, and sound judgment.Be reliable, dependable, and report for work on a consistent basis.Demonstrated ability to work with minimal supervision both independently or as part of a team.Travel to various work sites and/or meeting locations may be required.Ability to become familiar with, follow, and support the Center's mission, vision, and guiding principles.REQUIRED EDUCATION AND EXPERIENCE:Four years of increasingly responsible experience in maintaining facilities, systems and equipment; or any combination of relevant education and experience which would demonstrate knowledge, skill and ability to perform the essential duties.OR;Any combination of relevant education and experience which would demonstrate the individual's knowledge, skill and ability to perform the essential duties and responsibilities listed.PREFERRED EDUCATION AND EXPERIENCE:Working knowledge of mission critical or public safety facility maintenance.Working knowledge of public property management.Certified Facility Manager (CFM).Facility Management Professional (FMP)LICENSES AND CERTIFICATION:ACCESS certification with 30 days.Washington State Driver's License.PHYSICAL DEMANDS AND WORK ENVIRONMENT:The physical demands described below are representative of those that must be met by an employee to successfully perform the essential functions of this job. Must be able to differentiate between sounds amidst background noises. Good hand-eye coordination is also essential. The role frequently involves walking, balancing, bending, climbing, stooping,crawling, crouching, and reaching both above and below shoulder level. Employees must be able to carry, lift, and push items weighing up to 44 pounds.The employee must occasionally lift, carry, or push up to 50 pounds. The employee is required to see, specifically to include up close, distance, color, and peripheral; depth perception and ability to adjust focus.
