WHAT YOU WILL DO:
As a Budget and Economic Services Manager, you will manage and direct the ODFW Budget and Economic Services Section, which ensures the accurate and timely submission of the agency’s technical budget to the Governor’s Office, assists with the day-to-day management of the agency’s complex budget, and provides valuable social and economic resources and analyses for leadership and staff. Responsibilities include:
Coordinate and review the analysts’ work (preparing technical reports, tracking budgets, and analyzing data) for consistency, accuracy, timeliness and overall quality.
Lead and coordinate the development and execution of the agency’s $556 million budget.
Direct and prepare economic analyses, fiscal impact analyses, and identification of financial trends.
Identify and forecast resources necessary to meet planned expenditures.
Develop and direct preparation of requests for budget and policy information from the Governor’s Office, the Chief Financial Office, the Legislative Fiscal Office, the Commission, stakeholders, etc.
Assure the PICS and ORBITS state budget systems accurately reflect the agency’s budget.
Assure ongoing monitoring is in place to alert leadership of any concerning budgetary trends.
Direct the preparation of the agency-wide position allocation and finance plans for the reclassification and establishment of positions.
Formulate policies and provide recommendations to the Director’s Office, Agency leadership (ELT/RMT), the Fish and Wildlife Commission, etc.
Attend financial and policy planning meetings and participate in related activities.
Oversight of economic analysis and research for state fish, wildlife and habitat.
Review and assign high level analysis and special projects related to economic impact, state and department policy decision making, local revenue impact forecasting, and public assistance on implication of economic trends relating to Oregon’s fish, wildlife and habitats.

WORKING CONDITIONS:
This position works in a normal office working environment.
The incumbent may be required to work extra hours, including weekends and holidays.
Occasional travel is necessary.
Occasional lifting of boxes weighing up to 30 pounds occurs.
Use of computer and other standard office equipment is required.
Work is completed under tight timelines and strict quality control expectations.
Regular attendance is an essential function of this position.
MINIMUM QUALIFICATIONS
Five years of lead work, supervision, or progressively related experience;
-OR-
Two years of related experience and a bachelor’s degree in a related field.
DESIRED SKILLS:
Experience supervising staff responsible for budget and economic services
Budget preparation and execution and economic analysis experience
Experience with State of Oregon software (such as ORBITS, PICS, R*Stars)
Experience identifying priority areas of focus for process improvement efforts.
Experience coordinating and implementing business changes.
Experience explaining complex rules, regulations, processes and procedures to diverse audiences
Experience identifying and forecasting forecast resources necessary to meet planned expenditures.
