Advisory & Surveillance Compliance Manager
Daiwa Capital Markets America Inc. (“DCMA”), was incorporated in 1964. Position Summary:
The firm’s Advisory/Surveillance Manager is responsible for leading a team and providing real time regulatory advice, support and oversight to the firm’s Equities, Fixed Income and Futures sales and trading businesses. This person will manage a team of two in a player/coach role and will report into the firm’s Chief Compliance Officer. The role will require a forward-thinking attitude, ability to multi-task, problem solve and drive change in an objective and collaborative manner.
Core Responsibilities:
Responsible for ongoing development, implementation, and refinement of the firms Compliance advisory and surveillance programs.
Work with Compliance teams globally to help lead a coordinated effort throughout the organization.
Represent the organization at various industry forums and collaborate with peer firms through regulatory events and industry associations.
Act as an “Agent of Change”, continuously looking to improve the compliance program through technology and efficiency initiatives.
Stay abreast of changes in securities and futures regulation, and advise management accordingly.
Continually access the inherent risks of the business. Monitor the effectiveness of surveillance, training and other mitigating controls.
Lead in the effort to drive a strong culture of compliance and adherence to conduct standards.
Functional Responsibilities:
Oversee and supervise a team of two Compliance professionals.
Provide ongoing regulatory advice and support in furtherance of the firm’s Equity, Futures and Fixed Income businesses to both the front office and support functions.
Monitor changes in securities and futures regulation, assess the impact of new regulation and changes to existing rules; lead in the design and implementation of regulatory change initiatives.
Management of the firm’s market surveillance program, using industry leading vendor applications. Ensure systems are properly calibrated to capture instances of market abuse.
Management of the firms Primary Dealer Compliance program and oversight of all Federal Reserve TPMG requirements for Primary Dealers. This includes maintenance of required certifications, disclosures and testing requirements as well as oversight of Treasury auctions.
Oversight of all regulatory reporting, including CAT/CAIS, TRACE, LOPR and Short Interest.
Assist in the development and administration of employee training, including continuing education and the annual compliance meeting.
Maintain and update policies and procedures and the control framework relative to areas of responsibility.
Performance of compliance inspections as well as supervisory and controls testing in support of the firm’s annual CCO report and CEO certifications.
Assist with regulatory examinations and routine inquiries from the firm’s principal regulators, FINRA and the CME.
Qualifications:
Strong knowledge of the FINRA and SEC regulations as they pertain to Daiwa’s core business lines. Strength in Fixed Income and Futures regulation is preferred.
Judgement in handling complex matters with integrity and professionalism.
Ability to multi-task and drive initiates through to completion.
Excellent communication and relationship-building skills to manage internal and external stakeholders.
Experience with drafting policies, procedures and trainings as well as implementing supervisory controls.
Experience utilizing vendor systems for the administration and monitoring of compliance requirements.
7-10 years of technical experience working for a Broker-Dealer in a sales or trading advisory role.
Prior management experience preferred.
