Transit Oriented Development Program Director

GENERAL STATEMENT OF JOB DUTIES The Transit Oriented Development (TOD) Program Director is a new position responsible for building a portfolio of public transit facilities that support high quality, frequent, reliable regional service and facilitate TOD. This role is responsible for managing development and implementation of GoTriangle's transit facility projects that serve as anchors for TOD, such as the Triangle Mobility Hub project which will relocate GoTriangle's existing central bus transfer station to a new location in Research Triangle Park. In addition, this position is responsible for developing and guiding the agency's long-term strategic efforts to maximize the value of its real estate portfolio and identify and pursue opportunities for TOD partnerships throughout its service area. The TOD Program Director reports to the Chief Development Officer and collaborates with internal and external stakeholders to deliver high quality transit facilities and promote sustainable, transit-oriented growth in support of GoTriangle's mission, vision, and strategic plan. ESSENTIAL DUTIES AND RESPONSIBILITIES Executes complex departmental and agency priorities with broad discretion and limited oversight. Serves as project manager for high profile, federally-funded facility projects in GoTriangle's TOD program including the Triangle Mobility Hub. Collaborates with GoTriangle's Planning and Real Estate departments to develop capital plans and secure funding for joint developments and transit facilities that support adjacent TOD. Collaborates with GoTriangle's Real Estate and Capital Development departments to negotiate all aspects of TOD-related land use transactions, including acquisitions, sales, and leases and other agreements related to implementation and operation of joint developments and TODs. Oversees and manages on-time and on-budget progression of assigned projects. Implements risk management, safety management, and quality management programs for assigned projects. Partners with local jurisdictions, NCDOT, railroads, utility companies, and other parties to ensure successful project implementation. Oversees development of contract documents and preparation of solicitation documents, pre-proposal conferences, proposal evaluations and recommendations, and negotiations with consultants, contractors, and private development partners. Coordinates preparation of a variety of reports, such as project status reports, including costs, deficiencies and milestones, contractor's regulatory compliance reports and DBE utilization and reporting. Assesses private sector development proposals including analyzing developer qualifications, financial viability, site planning viability, impact on service, DBE compliance, financial return, and fulfillment of policy objectives. Evaluates revenue and ridership‐generating potential when evaluating development within the areas influenced GoTriangle's transit operations; conducts financial and site planning analyses of potential joint and/or transit-oriented development; secures local jurisdiction support for site and area development projects; prepares written reports on viability and impact of development. Collaborates with Director of Real Estate to perform periodic updates of GoTriangle's inventory and assessment of surplus real property with TOD potential, recommends strategic acquisition and disposal of properties. Oversees and manages the work of planners, architects, engineers, and project controls staff and consultants in the performance of their duties. Administers and monitors work for compliance with schedule, budget, technical, safety, and legal requirements in coordination with project controls staff. Makes recommendations and presentations to the Board of Trustees. Interviews, hires and develops subordinate personnel; evaluates performance of employees; provides feedback, coaches, disciplines and discharges employees, as appropriate. Represents GoTriangle to the federal government, local groups and organizations, professional associations and members of the public. Participates in industry associations and meetings; stays abreast of new trends and innovations in the fields of real estate, transit oriented development, joint development, and public private partnerships. MINIMUM QUALIFICATIONS AND REQUIREMENTS Bachelor's Degree from an accredited college or university Planning, Engineering, Construction Management, Architecture, Public Administration, or a related field. Masters degree is preferred. Eight years of progressively responsible experience in government and/or private sector real estate development roles is required. Thorough understanding of planning, funding/financing, and implementing public private partnerships. Ability to develop program objectives and work independently on several program objectives at once. Exceptional level of interpersonal skills and professional judgement required to effectively communicate with government officials, staff, and the general public. Excellent written and verbal communication and interpersonal skills. Excellent organizational skills in order to prioritize multiple tasks, develop, analyze and/or revise procedures, and meet deadlines. Proficiency in Microsoft Office is required. Experience with project management software such as eBuilder, MS Project, or Primavera P6 is preferred. Able to troubleshoot problems and develop creative solutions. An equivalent combination of related education and experience may be substituted for the above stated minimums excluding High School Diploma, GED, Licenses, or Certifications. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting operating facilities, during which the incumbent should observe all policies and procedures, safety precautions and regulations, and use all protective clothing and devices provided.
