Program Manager, USDA BioPreferred Program Support *Anticipated Position, Contingent Upon Contract Award* About the Opportunity Shield Analysis Technology, LLC is seeking an experienced Program Manager to join our proposed team supporting the U.S. Department of Agriculture (USDA) BioPreferred Program. This is an opportunity to lead a multidisciplinary team supporting a Federal program that promotes the purchase and use of biobased products. We are looking for a collaborative leader who can bring structure to complex work, build strong relationships with Government stakeholders, support a diverse technical team, and keep performance aligned with contract requirements. The position will be hybrid, with travel anticipated two to three times per year depending on the selected candidate’s location. The anticipated start date is 9/30/2026, schedule, and level of effort will be confirmed following contract award. What You Will Do As the Program Manager, you will serve as Shield’s primary leader and point of accountability for the anticipated USDA BioPreferred Program support contract. You will guide planning, staffing, performance, quality, financial management, and communication across the contract. Your responsibilities will include: * Lead the overall planning and execution of the anticipated USDA BioPreferred Program support contract. * Serve as Shield’s primary point of contact for the Contracting Officer and Contracting Officer’s Representative. * Develop and maintain program plans, schedules, staffing assignments, workflows, budgets, performance measures, and reporting procedures. * Translate contract requirements into clear assignments, milestones, deliverables, and acceptance criteria. * Lead and support an interdisciplinary team providing program management, Federal procurement, biobased-product technical support, economic analysis, regulatory development, training, website content, outreach, and data analysis. * Monitor staffing, schedules, expenditures, deliverables, risks, dependencies, and corrective actions. * Coordinate with USDA personnel, Enterprise Applications Services, laboratories, technical specialists, subcontractors, and other authorized stakeholders. * Oversee support for BioPreferred Program audits, including scheduling, Government approval points, website-readiness activities, and audit communications. * Guide the preparation and review of monthly status reports, quarterly performance reports, strategic analyses, presentations, plans, meeting materials, and other required deliverables. * Coordinate analytical studies, cost-benefit analyses, technical assessments, program evaluations, and performance-measurement activities. * Oversee specialist contributions to economic-impact studies, Federal procurement initiatives, biobased-product testing, regulatory development, training, and outreach. * Establish practical quality-control procedures that help the team produce accurate, complete, clear, timely, and properly formatted work. * Identify technical, operational, staffing, quality, and schedule risks early and work with the team and Government stakeholders to develop practical solutions. * Lead meetings, workshops, performance reviews, lessons-learned activities, and stakeholder briefings. * Ensure that Shield personnel and partners follow applicable contract requirements, Federal policies, data-protection requirements, and Section 508 accessibility standards. * Maintain appropriate contractor and Government roles. The team will provide advice and assistance while USDA retains final decision-making and approval authority. What We Are Looking For The anticipated solicitation requires: * A master’s degree in Environmental Sciences, Economics, or an equivalent field. * At least 10 years of leadership experience, including extensive contract-management experience. * Strong management and leadership experience demonstrated through a combination of: * Strategic planning * Project or program management * Information technology * Program evaluation * Contract management * Financial management * At least five years of experience supporting Federal agencies in areas related to: * Strategic planning * Federal policy * Procurement policy * Information technology * Program evaluation * Implementation of statutory requirements and Executive Orders * Experience managing personnel, schedules, budgets, risks, deliverables, and Government-facing reporting. * Strong written and verbal communication skills, including the ability to work effectively with Contracting Officers, Contracting Officer’s Representatives, senior leaders, technical specialists, and project personnel. * The ability to organize multiple workstreams, address problems constructively, and maintain attention to detail. Preferred Qualifications The following qualifications would strengthen a candidate’s alignment with the anticipated role: * Current Project Management Professional certification. * Experience supporting USDA, the Environmental Protection Agency, or another Federal environmental, agricultural, economic-development, acquisition, or regulatory program. * Experience with Federal procurement-preference programs, environmental policy, sustainability, biobased products, or related industries. * Experience managing General Services Administration Multiple Award Schedule task orders or other Federal professional-services contracts. * Familiarity with the Federal Acquisition Regulation and contractor boundaries regarding inherently governmental functions. * Experience overseeing economic-impact studies, regulatory development, technical training, program audits, public outreach, website content, or performance measurement. * Experience working within a documented Quality Management System.
