If the position is covered, prior to being hired, promoted, or transferred into the position, the candidate must successfully pass a Personnel Risk Assessment, which includes identity verification and a criminal background check. Prior to being granted unescorted access to cyber secure areas, the candidate must attend cyber security training. Annual cyber security training is also required.SummaryUnder general supervision, plans, develops, coordinates, and directs all phases, including construction of large multi-departmental technical projects requiring coordination with external organizations and governmental agencies.Essential Duties And ResponsibilitiesDirects projects to completion within schedule, cost, performance objectives, and standardsDirects detailed and complex projects while minimizing costs and environmental riskLeads the development of innovative solutions to technical and engineering problems encountered by the projectRepresents the Company and the project at public hearings and in discussions with government agenciesCoordinates strategy for the acquisition of the project's regulatory permits and the legal defense thereofDirects the compilation of project budgetsTracks costs and advises management on project performanceDelegates assignments among project teams including project goals and schedulesDirects and oversees the development of project performance standards and criteriaPromotes awareness and compliance with corporate EEO and loss control policiesDevelops environmental permitting strategies for projectsDirects internal experts, consultants, and attorneys in the implementation of the environmental permitting strategies for projectsRepresents the Company and the project in meetings with the NM Attorney General's office and the New Mexico Public Regulation Commission (NMPRC)Informs and advises management on project direction, economic, and legal riskPresents expert environmental and project testimony before commissions, regulatory agencies, Federal and State courtsCompetenciesBroad knowledge of project management techniques and related specialty areasWorking knowledge of managerial principlesAbility to work on very complex long-term issues and projectsEffective time management skills with ability to schedule and track several complex projects at onceGood to excellent negotiation and facilitation skills for meetings and negotiating sessions internally and externallyIn-depth understanding of company policies and direction, and ability to incorporate into project goalsBroad understanding of the utility industry, regulatory process, judicial process and political sensitivitiesQualificationsMINIMUM EDUCATION AND/OR EXPERIENCE:Bachelor's degree from four-year college or university in a specified technical field with five to six years related experience, or equivalent combination of education and/or experience related to the discipline.Supervisory ResponsibilitiesDirects, coordinates, and reviews a team of technical and administrative personnel in a matrix management mode for each project of responsibility. Coordinates external professional, technical and legal consultants, and attorneys working on the project.Communication SkillsAbility to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manualsAbility to write routine reports and correspondenceAbility to speak effectively before groups of customers or employees of organizationMathematical SkillsAbility to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometryAbility to apply concepts such as fractions, percentages, ratios, and proportions to practical situationsComputer SkillsWorking knowledge of database, project management, spreadsheet, and word processing softwareAnalysis And Problem-solving AbilityAbility to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.
