Citizenship Required:* Yes - US citizenship verification required. *SALARY BASE:* $105,000 - 135,000 a year - Based on years of experience, required and preferred quals, team capabilities, and proposal ceilings. *SUMMARY* Kenney Business Solutions (KBS) is seeking an experienced *Database Program Manager* as part of an active proposal to lead a large-scale Freedom of Information Act (FOIA) program supporting the U.S. Department of Agriculture (USDA). This is a senior leadership position responsible for the overall management, performance, staffing, quality control, and successful delivery of FOIA and records management services across multiple USDA component agencies. *Description of Work/Agency* USDA relies on an enterprise-wide FOIA case management system to process Freedom of Information Act requests across its components. The Database Program Manager owns this system as a program rather than a help desk function, serving as the Department's principal contractor authority on its configuration, capabilities, and limitations. The role spans license administration, upgrade deployment, vendor relationship management, ticket resolution, and an annual cost-benefit analysis of the system. KBS seeks a Database Program Manager to manage USDA's enterprise-wide FOIA system and ensure reliable, well-supported FOIA processing capability across USDA's components. *Responsibilities* * Exhibit and maintain mastery of USDA's enterprise-wide FOIA system, serving as the Department's principal contractor authority on its configuration, capabilities, and limitations. * Manage license usage across all USDA components, track allocation and renewal, and advise the Government on right-sizing. * Coordinate the deployment of system upgrades, including release planning, regression checks, user communication, and post-deployment support. * Monitor and triage support tickets to ensure timely resolution, closing 95 percent within 10 business days of vendor response. * Coordinate and chair bi-weekly meetings between the system vendor and the Department, and carry Department issues to resolution. * Prepare the annual cost-benefit analysis of the enterprise-wide tracking system and deliver it 30 days before fiscal year end. * Resolve user-network problems and serve as escalation for system access, permissions, and workflow configuration issues across nine components. *Experience* * *Minimum of five (5) years of experience administering an enterprise case management, records management, or FOIA system in a federal environment.* * *Demonstrated experience with software license administration and vendor relationship management on a federal contract.* * *Demonstrated experience coordinating system upgrades or releases across a multi-office user base.* * *Experience producing cost-benefit or business case analysis for a software system.* * *Working knowledge of FOIA processing workflow sufficient to configure and troubleshoot the system in operational terms.* *Qualifications* * *Bachelor's degree.* * *U.S. citizenship and ability to obtain and maintain an OPM Public Trust Tier 2S clearance.* * *Direct FOIAXpress administration experience, including the PAL module, Strike Force, eCase Electronic Document Review, and Pay.gov connector integration*. * *Prior experience supporting a FOIAXpress migration or transition.* * *Experience with USDA or another cabinet-level department enterprise FOIA deployment.* * ITIL Foundation or equivalent service management certification preferred. * Section 508 accessibility compliance experience preferred. - Kenney Business Solutions is an Equal Opportunity Employer.
