Reports to: CEOFLSA Status: Exempt, Full TimeSupervisory Responsibility: N/ALocation: Remote (U.S.)Starting Salary Range: $145,900 – 176,900 depending on experiencePOSITION SUMMARY:This role serves as the Trust Frameworks Team’s technical lead, providing operational advice and technical guidance to support the design, development, implementation, and continuous improvement of interoperability infrastructure for national frameworks including Carequality and Trusted Exchange Framework and Common Agreement (TEFCA). As the team’s technical subject matter expert, the role delivers expert advice on directories, Implementation Guides (IGs), and enterprise-level architecture strategies. The position operates across functions as a key liaison between technical development, policy, and governance and helps drive operational alignment across Directory services, IG publication and adoption, and infrastructure planning, while also ensuring alignment with federal requirements and emerging industry best practices.What is The Sequoia Project?The Sequoia Project is a non-profit with a public service mission to lead in an interoperable health information sharing ecosystem to improve the health and welfare of people in the US. The Trust Framework Team supports public and private-sector led trust framework programs by providing leadership and support for policy, governance, technical, operational, and stakeholder engagement efforts. Functional Responsibilities:Technical Infrastructure, Directory, and DocumentationProvide expertise on the design, development, and evolution of endpoint directories and related infrastructure.· Participate in the technical and Directory change control boards.Advise on architectural strategies and evolution of the Trust Framework infrastructure to support TEFCA exchange and ensure scalability, sustainability, and alignment with interoperability standards.Act as the technical expert in the design, publication, and maintenance of the TEFCA QHIN Technical Framework (QTF) and FHIR IGs and other technical trust framework documents.Anticipate technical risks and emerging needs, providing counsel on strategies to ensure compliance with the QTF for TEFCA.Advise organizational leadership on long-term technical roadmaps for trust frameworks and identify opportunities for convergence across networks and technologies, ensuring alignment with national standards (IHE, HL7, FHIR).Provide technical perspective on interpretation of IGs and related specifications in stakeholder discussions; synthesize stakeholder input to ensure IGs reflect real-world use cases and federal requirements.Develop and maintain technical documentation, reference infrastructure architectures, and mappings between policy and technical requirements; translate complex technical concepts into clear, actionable materials for operational teams, leadership, and stakeholders.Policy & Governance Development & ImplementationProvide subject matter expertise to governance and policy teams to inform decisions in technical environments, ensuring that policy frameworks (TEFCA trust framework agreements, SOPS, etc.) are translated into actionable technical requirements.Serve as the technical subject matter expert to governance bodies and during other policy-related work groups and meetings.Advise on compliance monitoring, issue escalations and resolution, and enforcement approaches from a technical standpoint.Trust Framework Program OperationsProvide technical expertise on program activities, as needed, such as: QHIN onboarding and designation, metrics reporting, and other issues which may arise.Advise on the process and findings from review and monitoring of directory entries for integrity controls, compliance, etc., as well as informing the vetting process findings and outcomes.Participate in program management and leadership meetings serving as the key technical liaison in discussions intersecting policy, governance, and technical matters as they relate to QTF.Stakeholder EngagementAdvise on technical matters relative to national forums, advisory groups, pilots, and multi-stakeholder discussions.Facilitate technical engagement sessions and working groups, providing clarity and gathering feedback on directories, IGs, and design.Contribute to the review and response to stakeholder technical questions and concerns.Collaborate with the Trust Framework Team’s marketing and engagement team to ensure public-facing documents and resources reflect most recent and accurate information (e.g., website, news releases, public call materials, etc) from a technical standpoint. KNOWLEDGE, SKILLS, AND ABILITIES: Advanced expertise in Health IT interoperability infrastructure, including FHIR, directories, and health information exchange protocols.Deep understanding of national interoperability policies and governance frameworks (TEFCA, Carequality).Strong architectural design and technical skills.Excellent communication skills for cross-functional collaboration and stakeholder engagement.Demonstrated ability to manage complex technical initiatives in a consensus-driven environment.Ability to work independently and collaboratively in a remote setting.EDUCATION, TRAINING AND EXPERIENCE: Bachelor’s degree required; Masters in Healthcare, Information Technology, or a related field preferred.Minimum of 15 years of experience in Health IT, including interoperability, architecture, or technical program management.Experience working with federal health programs, HIEs, or large-scale interoperability networks strongly preferred.PHYSICAL AND MENTAL REQUIREMENTS:Ability to work on a computer for extended periods of time to include typing and working on a computer monitorAbility to stand or sit for extended periods of timeExtended working hours and travel may be necessary (~10%)Occasional lifting of 15 to 20 lbs WORK AUTHORIZATION REQUIREMENT:Applicants must be currently authorized to work in the United States on a full-time basis.
