Job SummaryThe Program Manager (PM) is responsible for the performance of work and all aspects of the effort and shall have the autonomy from the corporate headquarters to execute the effort unimpeded by corporate management.Essential Functions Possess and apply the knowledge and skills required to plan, control, manage, and successfully complete the work May be hands on and hold collateral duties IAW the PWS Skills to manage all resources specific to the tasks assigned to include supervision, scheduling, budget control, research, report preparation and customer deliverables Provides overall supervision for the Contractor employees to include, but not limited to, planning and managing the contract professionally; coaching and mentoring supervisors and leads; ensuring that work is scheduled properly to obtain maximum use of resources; ensuring that accurate and timely reports are provided; effective supervision to prevent inefficient or wasteful methods in the performance of services ordered; and execute cost saving factors and quality controls to ensure work is performed as scheduled and at a fair and reasonable cost. Ensures GFE/GFP is sub-hand receipted to SHRH (user level). Monitors basic Primary Hand Receipt Holder (PHRH) functions to include acquisition, receiving, property records, storage and movement, physical inventories, disposition, and analysis of reports. Guides all personnel on application of this Plan and directs efforts of hand receipt holders and inventory personnel in execution of property management efforts. Provides Property Management oversight and holds accountability of GFE and GFP IAW FAR and contract requirements. Establishes procedures to properly protect, preserve, manage, and account for GFE/GFP in Teams possession. Maintains the required property records IAW internal procedures and contract requirements. Conducts Liaison activities with the Government Property Book Officer (PBO) to ensure the procedures and controls prescribed herein are adequate and properly implemented. Moves item(s) to the gaining Hand Receipt Holder's account. Both Hand Receipt Holders are notified of action and furnished copies of documentation. Utilizes Government systems for the accountability of GFE/GFP. Provides overall management coordination and serves as the central point of contact (POC) with the Government for all work under the contract Problem solving, decision making, data interpretation, and organization Practices physical security and commitment to safety practices Understand and meet established productivity and quality control goals associated with assigned functional area / process. Follow established guidelines in performing day-to-day routine tasks as outlined in Standard Operating Procedures (SOPs), Technical Manuals, and Audit Readiness standards, etc. Understand the Acceptable Performance Levels (APL's) associated with assigned functional work areas / process and work expeditiously to meet contractual and team goals. Adhere to government, contract, and company policies and procedures. Ability to use e-mail to receive and disseminate workload tasks and information. Maintain a safe and secure work environment. Perform other duties as assigned in association with established Management and Contract Compliance Plan, and workload requirements, etc. Supports Company safety, environmental, and security programs, and other Company certifications and initiatives responsible for core and support processes within the Quality Management Systems.Working Conditions and Physical Demands Must be available during between the hours of 0600-1800 M-F May be required to be available up to 24 hours per day, 7 days per week during key events and increased OPTEMPO Subject to mandatory drug testing as required May be required to handle equipment/supplies weighing up to 50 pounds individually and occasionally items weighing more than 50 pounds with assistance Able to exert moderate physical effort in the loading, unloading, and arranging of equipment/supplies as applicable to position. Ability to work inside and/or outside in dirty and dusty environments, and occasionally be exposed to hot, cold, damp, and drafty weather conditions while handling equipment/supplies. Able to perform work on hard or uneven surfaces.QualificationsSkills and Experience: A minimum of five (5) years' experience working Logistical Management in the areas of property accountability and supply, and maintenance management, equipment operation, exercise programs, budget, and transportation Experience in managing 20-40 personnel within and outside of primary workspace Experience using the Microsoft Office suite of programs, including Word, Excel, PowerPoint, etc. Skilled in planning, controlling, executing, multi-tasking and being responsible for the successful completion of work requirements Ability to effectively read and write in English, comprehend written instructions, perform common mathematical tasks, and communicate effectivelyCertificate, License, Registration, Etc. Valid driver's U.S. State-issued Class D driver's license US Citizen Possess or be able to obtain and maintain a security clearance applicable to the position and/or military Common Access Card (CAC) within 30 days if required Completion of contractual and company mandated trainings applicable to positionEducation High School Diploma or GEDPreferred Qualifications Bachelor's Degree or higher preferred Prior MilitaryThis job description is meant to be a guide.
