Contracts Manager (Federal Programs)

PURVIS Systems is a technology solutions partner that develops, implements and maintains mission-critical solutions for federal and local governments.PURVIS is seeking a Federal Contracts Manager who will be responsible for managing and administering contracts supporting federal government customers, including Department of Defense (DoD), GSA, and other federal agencies. This role ensures compliance with federal regulations and contractual requirements from proposal support through contract closeout. The position requires strong knowledge of federal acquisition regulations and experience supporting prime and subcontract relationships.The day-to-day responsibilities of this role will include: Draft, review, negotiate, and administer federal prime contracts, subcontracts, teaming agreements, and contract modifications from award through closeoutServe as the primary point of contact for contractual matters with federal customers, contracting officers, subcontractors, and internal staffEnsure compliance with applicable federal regulations including FAR, DFARS, and agency-specific supplementsSupport proposal development by reviewing Requests for Proposal (RFPs), identifying contractual risks, reviewing flowdown requirements, and preparing required representations and certificationsAdminister subcontract agreements, including development of subcontract templates, negotiation support, and compliance monitoringAdvise project managers and leadership on contractual requirements, risks, funding limitations, and compliance obligationsSupport compliance with federal subcontracting requirements, including small business participation and reporting requirementsPrepare and maintain contract documentation including modifications, funding actions, deliverables, and correspondenceSupport interactions with external federal entities such as DCMA, DCAA, and contracting offices, as applicableTrack contract funding levels and ensure compliance with funding limitations and contractual obligationsMaintain accurate and organized electronic contract files consistent with federal record retention requirementsIdentify opportunities for process improvements that enhance compliance, efficiency, and consistency in contract administrationQualifications:7-10 years of federal contract administration experience, preferably supporting DoD or other federal agenciesBachelor’s degree in Business, Pre-Law, Finance, or related field (or equivalent experience)Demonstrated knowledge of FAR and DFARSKnowledge of federal contract types (FFP, T&M, Cost-Reimbursable, IDIQ)Experience with subcontract administration and proposal support processesExperience interacting with federal compliance organizations such as DCMA or DCAA preferredStrong contract negotiation and risk analysis skillsExcellent attention to detail and organizational abilitiesStrong written and verbal communication skillsAbility to interpret complex contractual language and regulatory requirementsAbility to work independently and collaboratively across departmentsCandidates must be eligible to obtain and maintain a U.S. Government SECRET Security Clearance.PURVIS has been committed to sustainable growth since our inception in 1973, striving for continual improvement without ever losing sight of our core values: transparency, integrity, and teamwork.
