Program Manager (Remote)

OverviewGovCIO is seeking an experienced Program Manager to lead product delivery for a suite of VA telehealth applications supporting the Veterans Health Administration (VHA) Office of Connected Care. This role serves as the primary delivery lead across multiple products and teams, driving program strategy, stakeholder alignment, vendor management, and team development. The ideal candidate thrives in complex, matrixed federal IT environments and brings a track record of delivering results in Agile healthcare programs.Location: Fully Remote (U.S.) | Travel: Up to 10%ResponsibilitiesLead delivery across a portfolio of telehealth applications, coordinating engineering, UX/UI, integration, training, and help desk teamsDevelop and maintain integrated program plans covering roadmap, risk, and status reporting; escalate blockers and risks to leadership proactivelyOversee Agile ceremonies (sprint planning, reviews, retrospectives) across multiple teams, ensuring effective execution and continuous improvementManage vendor and integration partner deliverables against defined quality standards and contractual commitmentsSupervise and develop direct reports in a matrixed environment, including hiring, coaching, performance management, and career developmentBuild and sustain trusted relationships with VA client stakeholders across all levels, translating needs into actionable technical requirementsAdvise clients on strategic and technical solution options to drive mission outcomesQualificationsRequired QualificationsBachelor's degree in a technical, business, scientific, or healthcare discipline and 15+ years of experience. (Or commensurate experience7–10 years of program or product management experience in a healthcare IT or federal technology environmentDemonstrated experience managing multiple concurrent products or projects in a matrixed, cross-functional organizationProficiency in Agile/Scrum delivery, including roadmap development and measurable outcome definitionStrong stakeholder management skills, with the ability to align priorities and manage expectations across diverse groupsExperience managing subcontractor or vendor teams and holding them accountable to delivery standardsClearance RequiredPublic Trust clearance eligibility (or active clearance)Preferred QualificationsPrior experience supporting VA, OCC, or other federal health programsFamiliarity with video teleconferencing or telehealth platforms used in clinical or patient-facing settingsExperience with native mobile (iOS/Android) and web product deliveryKnowledge of healthcare compliance standardsFamiliarity with cloud platforms, DevSecOps practices, or health data APIsProficiency in backlog management tools such as Jira or Azure DevOpsBackground in user experience principles, usability testing, or supporting human-centered design processesPosted Salary Range: USD $175,000.00 - USD $180,000.00 /Yr.
