These experienced professionals provide administrative,scientific, technical, and other professional skills that provide support to theBureau of Land Management through the Experienced Services Program (ESP).This position supports the Bureau of Land Management Utah State Office. This isa hybrid position - enrollee will work approximately 50% from home and 50% fromthe Utah State Office in Salt Lake City, UT.Positions listed here do not guarantee employment for any definite period.Enrollment in the Experienced Worker Programs administered by NEW Solutions istemporary. This position is currently funded for an estimate of 1,400 hours. Theenrollment relationship between NEW Solutions and the Enrollee is an ?at-will?relationship. This means that an Enrollee is free to terminate enrollment at anytime during the enrollment period, and NEW Solutions and the Agency have theright to terminate the relationship with the Enrollee.PLEASE NOTE: An ?Enrollee? is not a federal employee, nor an employee of NEWSolutions. An ?Enrollee? is a participant in a grant program established througha Cooperative Agreement funded by the agency and administered by NEW Solutions.This opportunity applies to applicants legally eligible to work in the UnitedStates.Qualifications:Minimum of 20 year(s) of experience in Oil and Gas Engineering Work OR BA/BSDegree in Engineering with minimum additional experience of 20 year(s) in Oiland Gas Engineering WorkProfessional experience working as a Petroleum Engineer GS-0881-12,performing federal Petroleum Engineer (PE) work reviewing/preparing unitagreements, State Director Reviews, Sundries, and other common tasks associatedwith PE oil and gas work for BLM. Registered Professional Engineer in state ofUtah preferred.Experience required with Windows, MS Word, MS Excel, MS Access, MS Teams,ArcGISAuto CADDuties:Review oil and gas operator applications for establishing oil and gas Units,communitization agreements (CAs), or participating areas (PAs), along withreviewing geologic reports, area and depth information, Exhibits A&B, and otherassociated documentation. Reviews applications for permit to drill (APDs) forcompleteness and adequacy. Consults with company representatives regardingincomplete submissions and proposed use of technically unacceptable practicesand techniques. Helps resolve complex problems directly with companyrepresentative and negotiates or recommends alternative procedures andpractices. Recommends approval or rejection of applications and othersubmissions. Provides professional engineering reviews of Sundry Notices andother actions in AFMSS. May identify potential issues using standard engineeringand economic principles including decline curve analysis, ultimate recoverablereserves and economic limit and coordinates with BLM management and staff toprovide input for further analysis. Applies knowledge of the benefits,engineering principles and concepts of proper well spacing and provides input tomanagement and staff when a unitization or communitization agreement isrequired. If a State Director Review for oil and gas operations is received,works with litigation coordinator on response. Assists with completing bondadequacy reviews. Coordinates with staff on any lease maintenance requirements.Complete review and preparation of unit agreements, communitizationagreements, participating agreements, and coordination with field offices andoperators on revisions required or other associated tasks. 80%Complete AFMSS tasks such as various Sundry notices and other related tasksas assigned. 5%Assist with preparation of State Director Reviews (SDR) 5%Provide assistance to Fluids Branch staff or District/Field Office staff onunique engineering questions related to energy development. 5%Bond Adequacy Reviews 5%Other:Physical requirements: Work associated with this position will be conductedin an office setting.
