Human Resources Analyst II - Limited Duration
THE POSITION
This is a limited-duration opportunity with a projected end date of January 2026.
Washington County's Department of Human Resources is now seeking a Human Resources Analyst II to join our Employee and Labor Relations (ELR) Team. The individual in this role will provide ELR support to County departments, including internal HR support. This position has a primarily in-office schedule with a possibility of some remote work dependent on business needs.
Duties of this position include:
Advising managers and supervisors in the interpretation and application of rules, policies, and collective bargaining agreements.
Planning and leading routine investigations as a finder of fact for rule and policy violations or claims of discrimination and writing formal reports on findings and related disciplinary actions.
Advising managers on employee motivational or performance management techniques.
Conducting compensation surveys, analyzes and summarizes survey results, and making recommendations for adjustments in compensation.
Evaluating job information and duties performed to determine appropriate job classifications, FLSA designation, and EEO categories and writing reports that support outcomes.
Supporting collective bargaining by compiling labor market information, prevailing labor practices, or other data as needed.
Interpreting collective bargaining agreements and advising managers on appropriate actions.
Writing and/or revising human resource procedures, handbooks, or training materials.
Assisting the Senior Human Resources Analysts in conducting investigations, preparing performance summaries, drafting letters, documenting internal processes, creating new templates, and processing personnel file reviews.
Conducting lower level investigations and performing intake interviews for more complex investigations.

Human resource laws, regulations, policies and procedures, merit-based systems, philosophies, and principles.
Skills to:
Interview people to elicit information.
Prepare narrative and statistical reports from data, written outlines, or oral instructions.
Effectively deliver information orally in a variety of settings including interpersonally, and in small or large groups.
Complete human resource management projects effectively and independently.
Ability to:
Maintain strict confidentiality in all human resources matters.
Exercise keen time management skills, balance multiple priorities, and consistently meet time lines and due dates.
Establish and maintain cooperative working relationships with individuals and groups who come from diverse backgrounds and represent members of the public and coworkers.

MINIMUM QUALIFICATIONS
Education and Experience:
A bachelor's degree in Human Resources, Public Administration, Social Science, Business Administration, or related degree program from an accredited institution of higher education; AND Two (2) years of professional Human Resources experience related to the position. OR
An associate degree in Human Resources, Public Administration, Social Science, Business Administration, or related degree program from an accredited institution of higher education; AND Four (4) years of professional Human Resources experience related to the position. OR
A high school diploma/GED AND six (6) years of professional level human resources experience related to the position.
