Title: Director of Human ResourcesReports to: SuperintendentLocation: Central OfficePosition: Certified DirectorContract Days: 228FLSA Status: ExemptPay Scale: AdministrativeMinimum RequirementsEducation: A Degree in management, leadership or a Human Resources related field is preferredExperience: Experience in human resources preferredSkills, Knowledge, and Abilities: Skills in working with people; effective writing and speaking skills; knowledge of and ability to interpret research for the improvement of personnel. The candidate should be knowledgeable about contract negotiations, federal/state laws and regulations that pertain to hiring and human resources, data technology coordination. The candidate is able to demonstrate knowledge and application of effective human resources principles, practices and trends.Primary Function: To coordinate personnel programs throughout the system.Performance ResponsibilitiesDirects the dissemination and coordination of information, accurate record keeping, completion of reports and evaluation of state personnel evaluation programs, local appraisal system, certification of professional employees, and licensing and certification of classified employees,Participates in related activities at the local, state, and national levels.Make recommendations concerning budgetary needs and procedures relative to personnel.Plans, organizes, and assists in implementing a comprehensive, system-wide orientation/induction program for new professional employees.Plans, organizes, and assists in implementing a comprehensive training program for substitute teachers.Plans, organizes, and assists in implementing a comprehensive training program for new and aspiring leaders (Leadership Academy) and coordinates activities for the Rising Stars program, locally and with Pioneer RESA.Coordinates the paraprofessional training program for the system.Makes policy recommendations relating to personnel and executes policies of the local and State Boards of Education.Coordinates and manages the employee awards programs for the Board of Education (Extra Mile, Service Above Self, etc.) and the Teacher of the Year Program.Maintains the application site.Coordinates the fingerprinting of employees and the conducting of background checks.Completes the Certified/Classified Personnel Information (CPI) report for the system.Prints all contracts for system employees.Oversees and manages the Workers Compensation program for the system.Coordinates and monitors the Title IIA Program.Coordinates and monitors the highly qualified program for the system.Prepares the vacancy report for the system.Prepares the Equity Plan for the system.Serves as the Civil Right Compliance Officer.Participates in the System Safety Committee.Serves as the system contact person for all issues involving the Department of Labor.Works cooperatively with all school personnel.Performs other duties as assigned by the Superintendent of Schools.Recruits, interviews, and selects employees to fill vacant positions.Maintains accounting, reports, and files of the professional learning program.Coordinates the professional learning program.Coordinator for Title IX.Facilitates all system investigations related to Personnel.Works cooperatively with the Social Workers, Counselors, and Media Specialists.Facilitates the implementation of the TKES and the LKES.Coordinates the development of the system calendar.Handles all open records request.Coordinates the E-Verify program for the systemCoordinates the recruitment process (e.g. advertising vacancies, screening applicants, conducting interviews, making recommendations for hire, new employee orientation, etc.) for the purpose of maintaining a highly qualified staff.Monitors professional certifications and coordinates the processing of state credentials for professional employees.Develops and maintains a system of personnel records for all school employees in order to provide a comprehensive, efficient, accurate and current record of all matters pertinent to employment, transfer, tenure, retirement, leaves, promotion, discipline, demotion, etc.Provide oversight and leadership in the management and allocation and reallocation adjustments of personnel to schools and departments.Oversee the processing of employees' paperwork for job entry and ensure the verification of experience forms for payroll purposes.Oversee the maintenance of official personnel files.Coordinate Family Medical Leave Requests (FMLR).Evaluation InstrumentIn Praise of Learning
