Program Manager
4 2 Restore, LLC is seeking a dedicated, compassionate, and experienced Program Manager to lead our Outpatient Mental Health Center (OMHC), Psychiatric Rehabilitation Program and Substance Use Disorder (SUD) programs. The Program Manager is responsible for providing clinical leadership, ensuring regulatory compliance, supervising clinical staff, and maintaining the highest standards of quality behavioral healthcare.
This position plays a vital role in ensuring that all clinical services are delivered in accordance with COMAR regulations, Maryland Department of Health (MDH) requirements, Behavioral Health Administration (BHA) standards, Maryland Medicaid, and agency policies and procedures.

Essential Duties and Responsibilities Clinical Leadership
Provide clinical leadership and oversight for all behavioral health programs.
Supervise licensed clinicians, SUD counselors, interns, and other clinical staff.
Conduct clinical supervision in accordance with Maryland licensing requirements.
Review and approve clinical documentation, treatment plans, and assessments.
Ensure delivery of ethical, person-centered, and evidence-based clinical services.
Clinical Oversight
Review and monitor:
Comprehensive Assessments
Biopsychosocial Assessments
Psychiatric Evaluations
Treatment Plans
Progress Notes
ASAM Assessments
Discharge Summaries
Risk Assessments
Ensure documentation is completed accurately and within required timeframes.
Monitor medical necessity and appropriateness of services.
Regulatory Compliance
Ensure compliance with:
COMAR regulations
Maryland Medicaid requirements
Behavioral Health Administration (BHA) standards
HIPAA
OIG requirements
CARF standards (if applicable)
Conduct routine clinical chart audits.
Develop and implement corrective action plans when needed.
Assist with state licensing reviews, audits, and accreditation surveys.
Program Management
Participate in program planning and development.
Monitor clinical outcomes and quality improvement initiatives.
Assist in developing and updating agency policies and procedures.
Participate in interdisciplinary treatment team meetings.
Provide consultation regarding admissions, clinical concerns, and discharge planning.
Staff Development
Orient and train newly hired clinical staff.
Provide ongoing coaching, mentoring, and professional development.
Complete staff performance evaluations.
Promote a collaborative and supportive work environment.
Collaboration
Work closely with the Executive Director, Medical Director, Program Director, Office Manager, and community partners to ensure coordinated client care.
Build and maintain positive relationships with referral sources, hospitals, and community agencies.
Minimum Qualifications:
Education
Master's Degree or Doctoral Degree in:
Social Work
Counseling
Behavioral Health
Or another behavioral health discipline recognized by the Maryland Department of Health.
Experience
Minimum of three (3) years of post-licensure clinical experience.
Minimum of two (2) years of supervisory or clinical leadership experience.
Licensed Clinical Professional Counselor (LCPC) or Licensed Clinical Social Worker, Clinical (LCSW-C)
Experience in an OMHC and/or SUD treatment program preferred.
Experience with Maryland Medicaid documentation and compliance requirements preferred.
