The Project Manager works under general direction of the section manager with wide latitude for independent judgment and decisions in the execution of a broad range of difficult project management assignment Essential FunctionsLeads a team that manages complex planning and design of pipeline projects such as development of plans for water/sewer replacement/rehabilitation projects; also manages sewer rehabilitation projects associated with the Sanitary Sewer Overflow (SSO) Consent Decree requirementsResponsible for overseeing compliance with the Sanitary Sewer Overflow (SSO) Consent Decree requirements and assuring that reporting requirements are metPrepares detailed plans and specifications for water/sewer replacement/rehabilitation projectsConsults and works with team members from various departments in the administration of consultant and architect/engineer (A/E) and construction contractsDevelops plans for pipeline rehabilitation projectsSupervises and participates in project designPrepares and/or supervises preparation of detailed plans and specificationsSupervises the design initiatives of various water and sewer rehabilitation projectsPrepares or supervises preparations of bid-ready specifications for use in purchasing, engineering and constructionServes as the Commission project representative equivalent to consultant's or contractor's project managerReviews Commission standards and specifications for adequacy and clarityOversees the work of design consultants, associate project managers, contract managers and other support staff both on specific project assignments and in general monitoring and coaching rolesConsults with and advises management regarding problems encountered during construction of projectsAttends final inspections and recommends acceptance or rejection of completed workPrepares contract change orders and time extensionsReviews and approves monthly and final payments to contractors and vendorsPrepares periodic comprehensive reports of activitiesPrepares and/or monitors project schedules using CPM, Bar Chart or other methodsDrives a vehicle to conduct WSSC Water business Other FunctionsAssists in the development of the Capital Improvement Program as well as dvision and other budgetsAssists section manager on larger projectsParticipates in planning WSSC Water's multi-year Consent Decree Program and Utility Master PlanMay function as the section manager in his/her absencePerforms other related duties as assigned Work Environment And Physical Demands Work is performed primarily in an office environment with some virtual meetings and field visits. Required Knowledge, Skills, And AbilitiesComprehensive knowledge of the principles and practices of project management, and associated organizational management systemsAbility to organize and lead cross functional project teamsAbility to interpret construction plansAbility to use good operational and engineering judgmentAbility to work under limited supervision and takes initiativeAbility to establish and maintain effective working relationships with employees, customers, contractors, and other stakeholdersAbility to review and prepare written reports and to communicate effectively both verbally and in writingAbility to maintain project team focus and effective structure including the development of a strategic project management plan that involves schedule, budgetary, contractual, human resources and stakeholder elementsMust possess the knowledge and skills required to effectively interact with stakeholders such as residents, elected officials, county agencies, and internal staffDemonstrated team building, group leadership and project management skills Minimum Education, Experience RequirementsBachelor's degree in Civil, Sanitary or Environmental Engineering3+ years of project management experience ORHigh School diploma or equivalent7+ years of project management experience Additional RequirementsPossession of a valid driver's license with no more than 4 points, and the ability to obtain and maintain a WSSC Water driver's permit within 90 days of hire or transferCompletion of the WSSC Water Financial Disclosure statement within 30 days of employment and annually thereafter Preferences Registration as a Professional Engineer in the State of Maryland Salary $108,233 - $184,288 Posting Detail Information EEO Statement WSSC Water is an Equal Opportunity Employer.
