Business Analyst

Role Summary Business Analyst supporting implementation of a Construction Portfolio, Project, and Resource Management System with Project and Portfolio Management (PPM) capabilities for a municipal electric utility. Position Type: Remote Opportunity Address: WA 98104 Duration: 6 months Citizenship Requirement: U.S. Citizen or Green Card Security Clearance: NoneKey Responsibilities Lead end-to-end requirements elicitation, analysis, and documentation across business and technical domains. Develop and maintain Requirements Traceability Matrix (RTM) across all phases from design through UAT. Perform fit-gap analysis for utility construction and portfolio management needs. Translate business requirements into functional and technical specifications. Develop current-state and future-state process maps for construction portfolio, project, and resource workflows. Define use cases, user stories, and acceptance criteria. Serve as liaison between business stakeholders, IT, and vendor teams. Facilitate workshops, validation sessions, and decision-making forums. Support RFP requirements, vendor evaluation criteria, scoring approach, and response structure. Define UAT strategy, test coverage, test scripts, and acceptance criteria. Additional years of experience may be considered in lieu of a degree. 5+ years of Business Analyst experience supporting enterprise technology implementations. Minimum of three Project and Portfolio Management (PPM) system implementations. Experience supporting full lifecycle delivery, including RFP development, vendor selection, testing, and go-live.
