Job Title: Senior Product Manager / Project Manager (Medicaid Eligibility Outcomes)Location: Baltimore, MD (Hybrid – onsite0Duration: Base Period: May 18, 2026 – June 30, 2026Key ResponsibilitiesDefine and manage product vision aligned with Medicaid program goals and compliance requirementsEstablish and track KPIs supporting improved eligibility, renewal, and retention outcomesLead prioritization decisions using user research, analytics, policy constraints, and engineering feasibilityFacilitate stakeholder engagement across program teams, IT leadership, and external partnersTranslate operational needs into roadmaps, user stories, and acceptance criteriaSupport improvements to Medicaid eligibility, enrollment, and renewal workflowsPartner with engineers, designers, analysts, and policy teams to deliver implementation-ready solutionsTranslate service blueprints and journey maps into technical and service delivery improvementsEnsure compliance with CMS Medicaid regulations, Section 508 accessibility standards, and privacy/security policiesPromote adoption of agile delivery practices across cross-functional teamsMentor internal staff on modern product management methodsFollow MHBE PMO governance, security, and change control standardsSupport delivery through launch, adoption tracking, and post-launch outcome measurementRequired Qualifications7+ years of experience as a Product Manager delivering digital services or platforms3+ years of experience delivering outcomes in regulated environments such as government, healthcare, financial services, or similar sectors2+ years of experience leading cross-functional product delivery and owning product vision, roadmap, and prioritization decisionsExperience launching digital features or products end-to-end from discovery through implementation with measurable outcomesExperience navigating policy, regulatory, operational, and technical constraints in multi-stakeholder environmentsExperience defining product vision, roadmaps, prioritization frameworks, and measurable success criteriaExperience using qualitative user research and quantitative performance data to guide decision-makingExperience delivering products using iterative and incremental agile delivery methodsExperience translating business needs into workflows, user stories, and acceptance criteriaStrong written and verbal communication skills across executive, technical, and operational audiencesExperience collaborating with engineering, design, policy, business analysis, and program teamsPreferred QualificationsExperience supporting Medicaid, CHIP, SNAP, TANF, or other public benefits eligibility systemsExperience working with state Medicaid agencies, health insurance marketplaces, or public-sector healthcare programsFamiliarity with CMS regulations and public benefits compliance environmentsExperience supporting government modernization initiatives using discovery-to-delivery frameworksExperience working with human-centered design and service design teamsExperience defining and managing OKRs and KPI frameworks for outcome-based deliveryExperience supporting AI-assisted workflows or automation initiatives in regulated environmentsExperience managing vendor and contractor delivery teamsExperience mentoring teams in modern product management practicesFamiliarity with Section 508 and WCAG accessibility standardsCertifications such as CSPO, SAFe Product Owner/Product Manager, or equivalent
