Senior Evaluator - Immediate Need!
Job DescriptionEagle Technologies, Inc., has an immediate need for an experienced Senior Evaluator to support critical behavioral health program evaluation projects for the Substance Abuse and Mental Health Services Administration (SAMHSA), U.S. Department of Health and Human Services, and to engage in other research activities. Eagle’s Research and Evaluation experts provide government decision-makers with deep, data-driven insights into the implementation, reach, effectiveness, impact, and limitations of federal programs. Eagle possesses comprehensive experience in managing large-scale projects for the federal government, and expert knowledge of evaluation design and implementation, and data analytics. The Sr Evaluator's responsibilities will be commensurate with their expertise and experience.The Senior Evaluator will work closely with other scientists to design and implement program evaluations and research studies of behavioral health programs. They will coordinate with team members and clients in support of various project tasks and work under tight deadlines to fulfill client requirements. Applicants must possess verifiable interest or experience in substance use or mental health-related program evaluation and research. The successful candidate will have strong communication and writing skills and be able to effectively present data to various consumers including the U.S. Department of Health and Human Services, other evaluation and research scientists, and the public.Responsibilities In Order Of PriorityImplement and help lead complex evaluations of national programs to improve substance use prevention and treatmentLead qualitative data coding and analysisProgram and perform data cleaning and statistical analysis procedures in SAS, Stata, R, or Python Conduct quality control on the analytical results of other researchersConduct and supervise interviews and focus groups Develop conceptual and logic models Perform literature reviews and environmental scans Help manage relationships with community stakeholders and technical expertsAssist with client account management to understand needs, manage expectations, and build long-term relationships (including business development)Help manage relationships with community stakeholders and technical expertsInterpret, design, and perform public health and social science research studiesAuthor reports, data briefs, executive summaries, and peer-reviewed articles summarizing evaluation or research findings Write proposals for government contracts and grants in the social and public health sciences domains RequirementsStrong interest and expertise in behavioral health (preferred: experience in behavioral health services evaluation or research)Experience in program evaluation, from evaluation design to dissemination of the findingsDemonstrated experience in the development of social science or public health data collection instruments, including survey, focus group, and individual interview instruments and their protocolsExperience in qualitative and quantitative data collectionGraduate-level experience in qualitative and quantitative data management and analysis (preferred: additional expertise in longitudinal data analysis and structural equation modeling)High level of proficiency in statistical programming, preferably in SAS or Stata (skill with M-Plus a bonus)Creativity in devising high-quality studies and designing data analysis methods (including using AI) Attention to detail, with strong deductive and inductive reasoning skills Ability to manage multiple assignments simultaneously Ability to mentor junior staff Ability to assess, understand, and adapt to new approaches quickly Ability to work effectively independently as well as within a team environment Ability to speak and write in English fluently (without translation apps)Demonstrated ability to clearly express ideas orally and in writingMinimum Qualifications And Experience Master’s degree in public health, social work, nursing, behavioral or social sciences, statistics or other relevant disciplinesGraduate-level experience in qualitative and quantitative data management and analysis Strong, demonstrated interest or experience in substance use prevention/treatment services and mental health services evaluation or researchEvaluation or research experiencePreferred Qualifications And ExperienceDoctoral degree in public health, behavioral or social sciences, statistics, or other relevant disciplinesExperience in program evaluation, from evaluation design to dissemination of the findingsOne or more years of experience evaluating complex health services programsAuthorship of peer-reviewed publications in public health, the social sciences, or statisticsGraduate-level experience and expertise preferred in longitudinal data analysis and structural equation modelingDemonstrated experience in developing social science/public health data collection instruments, surveys, focus grous, individual interview instruments and protocols Experience in behavioral health services evaluation or researchHigh level of proficiency in statistical programming, preferably in SAS or Stata (skill with M-Plus a bonus)Knowledge of U.S. behavioral health programs and policy, including federal and state behavioral health agencies and their data Use of SAS, Stata, or open-source software to perform multiple imputation, matching/weighting, and multivariate analyses including longitudinal analysis, factor analysis, structural equation modeling, and causal effects analysis Other Preferred: Please submit a representative research publication you have authored.Job Type: Full-time; remoteWork AuthorizationApplicants must be authorized to work in the US without a VISA sponsorship, both now and in the future.Background CheckCandidates who receive a conditional offer of employment will be subject to a background check.Eagle Technologies, Inc. is an Equal Employment Opportunity Employer.
