Position Summary: New York City Public Schools’ (NYCPS) mission is to ensure that each student graduates on a pathway to a rewarding career and long-term economic security, equipped to be a positive force for change. To deliver on this mission, the Office of Student Pathways (Pathways) seeks to ensure all students graduate with real-world skills and experience, a head start on life after high school, and a strong plan to put them on this path.The Office Of Student Pathways Is Responsible For Leading The District-wide Strategy To Achieve NYCPS’ Bold Mission And Reimagine The Student Experience Through Career-connected Learning To Ensure That By 2030:All NYCPS students enter high school with skills in financial literacy and computational thinking and having explored careers of interest;All NYCPS graduates have foundational skills for career readiness, digital fluency, and financial literacy; a strong postsecondary plan; and early college credits/career credentials through the reimagining of the high school student experience. These skills and experiences will ensure students are prepared for economically secure and rewarding careers;At least 100,000 NYCPS high schoolers will be in high-quality, accelerated early college and career pathways; through these pathways students will get paid work experience in high-growth, high opportunity fields aligned to their career interests.Within the context of these goals, the Deputy Executive Director oversees all operations and financial processes for the Office of Student Pathways; this includes ~$227M in budget oversight as well as operational, contracting and procurement, HR, budget and facilities. By fulfilling these responsibilities, the Deputy Executive Director contributes to the efficient and effective functioning of the NYCPS Office of Student Pathways, ensuring that resources are well-managed, operations are streamlined, and the organization remains aligned with its mission and strategic goals.Reports to: Executive Director, Strategy & OperationsDirect Reports: Senior Director, Budget; Senior Director, People; Associate Director, CBO PartnershipsKey Relationships: Provide consultation and support to Pathways leadership; works closely with the Office of the First Deputy Chancellor, HR, Finance and the Fund for Public Schools (FPS); manages partnerships with Central offices, including the Central Budget Office, the Division of Contracts and Purchasing, the Division of Human Resources, the Office of Payroll Administration, and external partners, including private funders and contracted partners.ResponsibilitiesFinancial Strategy & Stewardship of ResourcesStrategic Budgeting: Direct the full financial lifecycle for the Office of Student Pathways, including the development, allocation, and monitoring of the annual budget (~$227M) to support strategic goals.Connection to Strategy & Schools: Ensure budget is informed by strategy/return on investment measures and by understanding of school and student needs.Spend Down & Compliance: Lead high-level discussions with central teams to manage spend-down activities, ensuring funds are utilized efficiently and in full compliance with City and NYCPS fiscal policies.Reporting & Analysis: Oversee the preparation of accurate financial reports and provide data-driven insights to leadership, ensuring transparency and alignment with organizational requirements.Team Leadership & Human ResourcesAdaptive Leadership: Lead, mentor, and manage the Operations & Finance team (including Senior Directors), fostering a culture of accountability, continuous improvement, and professional growth.HR Oversight: Oversee the coordination of all HR functions including recruitment, onboarding, and employee relations in collaboration with the SD of People and Central HR department to ensure smooth day-to-day people operations.Capacity Building: Build team capacity to engage with new tools and systems (including AI) through training, documentation, and support structures.Strategic Alignment & PartnershipsStrategic Planning: Collaborate with the leadership team to translate broad organizational goals into actionable financial and operational plans.Cross-Departmental Liaison: Serve as the primary operational liaison between Pathways and Central offices (First Deputy Chancellor, Central Budget, Fund for Public Schools), ensuring seamless execution of district-wide priorities.Stakeholder Management: Manage relationships with external partners and vendors to ensure the timely, cost-effective delivery of goods and services aligned with the Pathways mission.Operational Infrastructure & Innovation Procurement & Contracts: Manage the end-to-end procurement process (Requests for Proposal, Memoradams of Understanding, Multiple Task Award Contract (MTACs), government-to-government contracts), optimizing costs and mitigating risks for high-stakes partnerships (e.g., CUNY, SUNY, private funders).Liaise with the Division of Contracts & Purchasing, Office of Management & Budget (OMB)/Mayor's Office of Contracts (MOCs) on the process for determining a community based organization (CBO) (Cost of Living Adjustment (COLA)/Indirect Cost Rate (ICR) increases.AI & Modernization: Champion the integration of AI and automation tools to streamline workflows, enhance data analysis, and support content creation. Lead the piloting and scaling of these tools while ensuring ethical and compliant adoption in partnership with IT and legal teams.Process Improvement: Lead cross-functional teams to analyze current workflows, identify bottlenecks, and implement systems that reduce operational costs and improve efficiency.Facilities & Technology: Oversee the management of physical facilities and space coordination, ensuring a safe and productive environment for the Pathways team as well as technology distribution.Qualification Requirements:Minimum A master's degree from an accredited college in economics, finance, accounting, business or public administration, public health, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a Juris Doctor degree from an accredited law school, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; or in management or methods analysis, operations research, organizational research or program evaluation; or in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management. Eighteen (18) months of this experience must have been in an executive, managerial, administrative, or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; orA baccalaureate degree from an accredited college and four years of satisfactory full-time professional experience in the areas described in “1” above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in “1” above.An associate degree or completion of 60 semester credits from an accredited college and six years of satisfactory full-time professional experience as described in “1” above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in “1” above.A four-year high school diploma or its educational equivalent approved by a State’s department of education or a recognized accrediting organization and eight years of satisfactory full-time professional experience as described in “1” above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in “1” above.A combination of education and/or experience equivalent to “1”, “2”, “3”, or “4” above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience.
