Position Summary: The Office of the Chief Financial Officer is responsible for directing, controlling and setting policy for all financial operation activities for the New York City Public Schools (NYCPS) system and managing the $44 billion operating budget.The Senior Fiscal Analyst will be part of the team of the Executive Director of Early Childhood Finance. The position will participate in the preparation of fiscal forecasts, budget and expenditure reports, and the analysis of funding requests and initiatives related to the early childhood portfolio. The Senior Fiscal Analyst will help to ensure that business planning and budgeting processes and controls are consistent, timely, and strategically coordinated across all central and programmatic areas within the early childhood portfolio. In addition, the Senior Fiscal Analyst participates in making recommendations regarding budget issues and trends. Performs related work.Reports to: Executive Director of Early Childhood FinanceDirect Reports: N/AKey Relationships: Works closely with members of the other offices under the Chief Financial Officer, the Division of Early Childhood Education (DECE), the Division of Contracts and Purchasing (DCP), the Administration for Children’s Services (ACS) and the City’s Office of Management and Budget (OMB).ResponsibilitiesWork with the Executive Director to maximize funding for early childhood programs.Assist in the annual budget and planning process for all early childhood programs.Work with the DECE to assess funding needs and maximize efficiencies for early childhood programs; identify opportunities to improve cost effectiveness of programming. Review and assess requests for new needs within early childhood programs, evaluating cost, compliance and alignment with priorities.Help to ensure that the business planning and budgeting processes and controls are consistent, timely, and strategically coordinated as communicated across all lines of the business unit. Partner and collaborate with other offices under the Chief Financial Officer and the DECE to assist in the development of guidelines and key procedures that support cost/revenue needs for early childhood programs. Perform analysis for City Tax Levy and New York State and federal revenue streams that support early childhood programs. Aid DBOR’s oversight of these allocations and ongoing monitoring for how funding is scheduled and spent across the agency.Monitor actual expenditures and conduct forward looking projections. Track policy and regulatory changes pertaining to early childhood programs.Identify budget issues and trends and make recommendations to leadership for strategically addressing reporting requirements, as needed.Work with the central and field budget staff to ensure that capabilities exist to provide regulatory analysis and analytical support, as needed.Partner and collaborate with the central and field budget staff to assist with fiscally responsible and efficient decisions about their budget and associated cost/revenue needs.Prepare and provide support for the yearly fiscal analysis exercise and assist in complex analysis and reconciliation as needed for leadership to engage with OMB, ACS and the State Office of Children and Family Services (OCFS).Assist in the development of consistent, actionable reporting solutions and tools that strategically streamline and automate the production of core/standard management reporting and information while promoting ease of use in decision making by identifying both risks and opportunities for the business unit.Play a key role in the preparation of all system wide data and reporting requests made by CFO and other Finance Divisions. Assist with the financial reports and summaries for external stakeholders including OMB, City Council, and the Comptroller.Reconcile large data sets between our various financial management systems and provide ongoing monitoring of the NYCPS’s tax levy budget.Work on special assignments that may include analytical support needed to assist in providing responses to inquiries from the OMB and fiscal monitors, as needed.Maintain tracking of all budget structures and make recommendations related to budget structures for new funding sources. Provide support and hands on assistance to all team members as needed. Manage special assignments that may include analytical support needed to assist in providing responses to inquiries from the OMB and fiscal monitors.Provide clear and concise written updates to leadership regarding budget status and reporting updates, as needed.Qualification RequirementsMinimumA master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies, or a closely related field, or a Juris Doctor degree from an accredited law school and two years of satisfactory full-time professional experience, for educational program(s) and/or institution(s) in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting economic or financial administration, fiscal or economic research; management or methods analysis, operations research, organizational research or program evaluation; educational, personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, fiscal management, or a related area, 18 months of this experience must have been in an executive, managerial, administrative, consultative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or A baccalaureate degree from an accredited college and four years of satisfactory full-time professional experience as described in "1" above, including the 18 months of executive, managerial, administrative, consultative or supervisory experience described in "1" above; or Education and/or experience equivalent to “1”, or “2” above. Graduate education in areas other than those mentioned above, may be substituted for the professional experience, but not for the 18 months of managerial experience described in “1” above, at the rate of 15 graduate semester credits from an accredited college or university for 6 months up to a maximum of 1 year of professional experience.
