Program Manager/Team Lead

JD- Program Manager (Team Leader) Location : Tallahassee, Florida (ONSITE) SCOPE Job Description The Program Manager will work under the direction of an Department’s supervisor to achieve the goals and objectives of the Florida PALM Integration Project. Responsible for oversight and management of the Florida PALM Integration Program consisting of multiple systems and state agencies Develops the program strategy, supporting business case, and various enterprise wide high-level project plans Ensures integration of systems and projects and adjusts project scope, timing, and budgets as needed, based on the needs of the stakeholders Communicate with IT leadership, business leadership, and vendors to communicate program strategy, direction, and changes Responsible for delivering all projects contained in the project portfolio on time, within budget, and meeting the strategic and business requirements Responsible for tracking key project milestones and recommending adjustments Project Initiation, Planning, Execution, Monitoring & Controlling, & Closing Scope definition, validation, and control Schedule planning, definition, sequencing, estimating, development, and controlling Cost planning, estimating, budgeting, and controlling Quality planning, management, and controlling Resource planning, estimating, acquisition, development, management, and controlling Communications planning, management, and monitoring Risk planning, identification, qualitative and quantitative analysis, and response planning, implementation and monitoring Stakeholder identification, planning, management, and engagement; Issue Management and tracking Manage and mentor project leaders and project management staff, both intra- and inter-agency Responsible for the management of one or more medium to large-sized, moderately to highly complex projects Ensure effective communication among project stakeholders; Monitor contractor performance Serve as a single point of contact for reporting project status Provide detailed and summary reporting of project status, including progress and outlook Make recommendations for executive action when required Ensure compliance with contractual agreements Coordinate activities with Department's Information Technology Services (ITS), Criminal Justice Information Services (CJIS), BSP, IFS. Provide assistance to Department's staff in the preparation of documentation to support budget requests, and supporting documentation required by the Governor’s Office and Legislature Plan and facilitate meetings as required by Department's and the Palm Project team Prepare and present information related to data sharing as required Deliverables: Program Management documentation including system inventories, strategic documentation, white papers, contracts, MOUs, and all other deliverables required to oversee and manage the Florida PALM Integration Program Project Management Plan, describing how the project will be planned, executed, monitored, controlled and closed Project Schedule, including activity definition, activity sequencing, activity duration estimating, milestones, and resource allocations updated biweekly Risk Management Plan including a risk register identifying all risks with a qualitative and quantitative risk analysis and risk response plans updated biweekly Issue Register updated biweekly Deployment and Implementation Plan Test Plans including Defect Management Plan Communications and Communications Management Plan Action Items Register Status reports based on reporting schedule Monthly Budget and Expenditures report as required Research papers on existing systems and related technology Information on data fields and data mapping activities Summarization and/or white papers of research activities Presentations as required Job Type: Contract Pay: $60.00 - $65.00 per hour Schedule: 8 hour shift Ability to commute/relocate: Tallahassee, FL 32399: Reliably commute or planning to relocate before starting work (Required) Experience: Program Management: 7 years (Preferred) Team Leadership: 7 years (Preferred) Risk Analysis: 7 years (Preferred) License/Certification: PMP (Preferred) Work Location: In person
