Serving on the Executive Council and reporting to the President, this role acts as a trusted advisor, ensuring HR initiatives align with institutional goals, support workforce needs, and foster a productive work environment for faculty and staff.Essential DutiesStrategic Leadership & PlanningDevelop and implement a comprehensive HR strategic plan that aligns with the College's mission, objectives, and institutional strategic plan.Lead and supervise the HR staff (7), fostering a culture of continuous improvement.Manage the HR department budget.Serve as the College liaison for local, state, and federal agencies and participate in professional organizations (e.g., CUPA-HR, SHRM).Compliance & Civil RightsAct as a Title IX Coordinator and EEO Officer, overseeing investigations and training related to civil rights and discrimination claims.Ensure institution-wide compliance with all federal, state, and local laws (e.g., Title VII, I-9/E-Verify, FLSA, FMLA).Serve on the College Policy Committee.Compensation & Benefits AdministrationOversee the administration of comprehensive employee benefit and wellness programs.Manage the College compensation system, including job classifications, position reviews, and salary schedules for faculty, administrative and classified staff.Direct payroll operations to ensure accuracy, timeliness, and compliance with atypical payroll situations.Talent Management & Employee RelationsOversee recruitment, onboarding, and retention strategies to attract top talent.Provide guidance on performance management, conflict resolution, and disciplinary actions in coordination with legal counsel.Support workforce planning and departmental staffing needs across the campus community.Champion a positive, inclusive, and engaging campus climate by promoting practices that enhance employee morale, connection, and overall workplace experience.Organizational Development & TrainingPromote a culture of continuous learning by assisting in the design of professional development and leadership training for managers and supervisors.Assess campus-wide training needs and measure the effectiveness of programs.Oversee HRIS reporting and data integrity to support evidence-based decision-making.QualificationsMinimum Qualifications:Education: Bachelor's degree in Human Resources, Business, Public Administration, or a related field from an accredited institution.HR Experience: Five (5) years of professional HR experience demonstrating a clear progression in the scope and scale of higher-level responsibilities.Leadership Experience: Two (2) years of experience demonstrating functional oversight of HR operations or the direct supervision of personnel.Knowledge, Skills, and AbilitiesTechnical Expertise: Comprehensive knowledge of HR functions, including compliance, compensation, benefits, payroll, EEO, Title VII/IX, and strategic planning.Leadership & Investigations: Proven leadership capacity with experience conducting workplace investigations and delivering employee training/instruction.Analytical Skills: Strong analytical, negotiating, and problem-solving skills with a high degree of accuracy and attention to detail.Communication & Confidentiality: Exceptional verbal and written communication skills with the ability to maintain a high level of confidentiality.Collaboration: Ability to establish effective working relationships within a public organization governed by an elected board.Technology: Proficiency in MS Office Suite and experience managing HRIS, ATS, or ERP systems (e.g., Colleague/Ellucian, Taleo, PeopleAdmin).Desired Qualifications:Education: Master's degree in Human Resources, Business, Public Administration, or a related field.Experience: Comprehensive HR leadership experience within a higher education environment.Compliance: Specialized experience managing Title IX programs and investigations.Certifications: Professional HR certification (e.g., SHRM-SCP/CP, SPHR/PHR).Systems: Proficiency with enterprise payroll and HRIS platforms, with specific experience in Ellucian/Colleague preferred.Supplemental InformationWork EnvironmentPrimarily a professional office environment. Includes frequent travel between campus buildings in varying weather conditions and conducting sessions in classrooms or conference rooms. Schedule is generally standard business hours; however, early mornings, evenings, and weekends are required as needed. Position requires "crucial availability" during peak institutional cycles; leave may be restricted during these periods. Requires occasional local, regional, and national travel, including overnight stays for conferences or training.Physical DemandsRegularly required to sit or stand for extended periods. Must be able to move across campus between buildings in various weather conditions. Frequent use of hands and fingers to operate computers, handle office materials, and reach with hands and arms. Must be able to speak clearly and hear effectively to conduct meetings, training sessions, and workplace investigations. Frequent lifting of up to 10 lbs.; minimal lifting of up to 25 lbs.
