SJCA, Inc. is seeking a Construction PEMS/RPR in the Central Indiana Region.SJCA, Inc., a leading civil engineering firm with offices across Indiana, is seeking a skilled Construction Project Engineer Manager Supervisor (PEMS) to support our growing portfolio of transportation projects. This role plays a vital part in ensuring high‑quality delivery of roadway and bridge construction projects for state, municipal, and local public agency clients. We specialize in transportation and infrastructure design for state, municipal, and private clients, and we foster a culture that values professional growth, work-life balance, and mutual respect.Position OverviewThe Construction PEMS serves as an on‑site project representative responsible for inspection, documentation, coordination, and compliance throughout construction. This position performs all duties typically associated with, but not limited to, a Resident Project Representative and ensures that project activities meet INDOT, LPA, and federal standards.Key ResponsibilitiesPerform inspection and observation of roadway and bridge construction projects.Document daily inspection activities, including materials placed, contractor workforce size, test results, and work progress.Serve as liaison between clients, designers, contractors, and other essential project personnel.Maintain communication with INDOT and Local Public Agencies (LPAs) throughout project execution.Review work plans, constructability issues, and site conditions during construction.Prepare final construction records, drawings/sketches, and required documentation.Ensure construction activities comply with OSHA, INDOT, AASHTO, ASTM, ITM, FHWA, and local standards.Submit timesheets, personal expenses, and credit card receipts (if applicable) in a timely manner.Represent SJCA and the client professionally in interactions with the public, utilities, railroads, and other stakeholders, maintaining a constructive, solutions‑oriented approach.QualificationsHigh school diploma or equivalent.Completion of the INDOT Certified Technician Program (CTP).INDOT Materials Testing Certification(s).Must possess a valid driver’s license.Must be able to traverse uneven terrain and safely carry testing equipment weighing more than 50 pounds.Travel may be required. Approximately 15% of the time will be spent in the office for coordination; the other 85% will be spent working remotely from job site locations across the southern third of Indiana.Progressive experience in transportation construction inspection, field engineering, or project supervision, preferably on INDOT and/or federally funded local public agency projects.Successful completion of at least two LPA projects, including preparation and submittal of Final Construction Records.Ability to read and interpret engineering plans, specifications, and standard drawings and apply them effectively in the field.Familiarity with INDOT standards, specifications, construction manuals, and documentation practices, or the ability to obtain this knowledge quickly.Proficiency with standard office software and construction documentation tools (daily reporting, materials tracking, and pay item management).Valid driver’s license and ability to work on active construction sites in varying weather and field conditions.Preferred QualificationsMinimum of 10 years of inspection experience on federally or locally funded roadway/bridge projects.Knowledge of INDOT standards, procedures, and documentation processes.What SJCA OffersCasual, collaborative work environment.Comprehensive benefits: two medical plan options, dental, vision, life, disability, and HSA.401(k) with up to 4% employer contribution.Paid New Parent Leave.Gym membership reimbursement.Staff outings and social events.Professional development opportunities.Paid holidays and generous PTO.Supportive company culture with a close‑knit team.To ApplySubmit your resume and cover letter as a single attachment, including your desired salary range.
