Contract Business Analyst - HYBRID - Raleigh, NC - State NC

Job OverviewWe are seeking a highly skilled Business Analyst for a 3-month contract position with the Department of Health and Human Services (DHHS) in the State of North Carolina. This hybrid role requires local candidates from the Raleigh area and offers a competitive W-2 rate of up to $35/hour. We encourage U.S. citizens or Green Card holders with strong communication skills to apply.Key ResponsibilitiesConduct stakeholder analysis and market research to inform business decisions.Identify and document detailed current and future state process workflows utilizing BPM standards.Develop context diagrams, functional decomposition diagrams, and comprehensive process workflows.Maintain and upload all diagrams in the Orbus Infinity iServer tool.Document gap analysis and create various business documentation including process models, use cases, wireframes, entity relationship diagrams, and data dictionaries.Gather, validate, and document business, functional, and technical requirements while maintaining a Requirement Traceability matrix.Collaborate with Business and Project Managers in the construction of procurement documents.Build business, stakeholder, solution, and transition requirements to ensure project success.Prepare and maintain documentation and artifacts following PMO PM and BA methodologies.Work closely with Project Managers, developers, and end users to align application designs with business needs.Provide business analysis deliverables to support procurement documentation and assist in their formulation.Conduct functional and integration testing while supporting UAT, including the development of test scenarios and cases.Support essential system go-live activities and document meeting minutes for various audiences.Create user stories and acceptance criteria while authoring other Agile documents and deliverables.Required SkillsDemonstrated experience in documenting functional requirements and technical specifications for software applications.Exceptional writing and communication skills, with a proven ability to foster relationships with team members and clients.Results-oriented individual with a strong work ethic and notable negotiation, communication, and problem-solving abilities.Capacity to work collaboratively within cross-divisional teams while maintaining positive relations with customers and colleagues.Ability to work independently with sound business judgment and thrive in a diverse communication environment.Proficient in preparing and presenting clear and concise oral and written documentation.Comprehensive knowledge of Business Analysis principles and familiarity with PMI PMBOK® Guide and Standards.Experience advising clients on strategies and implications regarding application customization and interface design.Strong understanding of application programming, database, and system design concepts.Ability to manage complex assignments with multiple work streams and competing timelines.Knowledge of the Software Development Lifecycle (SDLC) concepts and processes.Proficient in using the Orbus Infinity iServer tool, Microsoft Office Suite, and Microsoft Project.Familiarity with Agile processes, SCRUM, and Kanban methodologies.Basic understanding of SharePoint end-user experience, including sites, libraries, lists, and groups.Strong data analysis and migration expertise across various platforms, including mainframe and relational database systems.Career Growth OpportunitiesThis position presents a unique chance to enhance your professional skill set while contributing to essential public health initiatives.
