SAP Grants Management / Public Sector Funds Management (FM) Consultant – FHWA ComplianceLocation: PA Hybrid Position OverviewWe are seeking an experienced SAP Grants Management (GM) / Public Sector Funds Management (FM) Consultant to support the integration of federal transportation funding requirements into an existing SAP Public Sector environment.The consultant will focus on aligning SAP GM/FM processes with the funding, compliance, and reporting requirements of the Federal Highway Administration (FHWA). This role requires strong expertise in public sector finance, grant lifecycle management, and SAP configuration for government funding structures.The objective is to design a compliant, scalable, and transparent funding and reporting model for FHWA-funded programs. Key ResponsibilitiesAssess current SAP Grants Management (GM) and Funds Management (FM / PSM-FM) configurationIdentify gaps in the existing system related to FHWA funding and compliance requirementsDevelop a future-state roadmap for integrating FHWA grant structures into SAP GM/FMDefine and design structures for tracking:FHWA-funded programsGrants, commitments, and expendituresBudget allocations and fund utilizationAlign SAP GM/FM processes with public sector budgeting and reporting requirementsEnsure compliance with FHWA audit, funding, and regulatory reporting standardsRecommend enhancements in:SAP configurationData model designBusiness processes and workflowsCollaborate with cross-functional stakeholders including:FinanceBudgeting teamsTransportation and program management teamsSupport workshops, documentation, and solution design sessions Required QualificationsStrong hands-on experience in SAP Public Sector Management (PSM)Expertise in:SAP Grants Management (GM)SAP Funds Management (FM / PSM-FM)Experience working in government or public sector SAP implementationsStrong understanding of grant lifecycle management and fund accountingExperience in budget control, allocations, and expenditure trackingAbility to perform system gap analysis and solution designStrong communication and stakeholder management skills Preferred QualificationsExperience with transportation or federal funding programs (FHWA preferred)Knowledge of public sector compliance frameworks and audit processesExperience integrating SAP GM/FM with FI/CO modulesFamiliarity with SAP S/4HANA Public Sector solutionsExposure to reporting and analytics tools used in government financeExperience conducting requirement gathering workshops and process mapping
