Position OverviewWe are seeking an experienced Project Manager 3 – Document Imaging & Management to lead enterprise document management initiatives for a large-scale government environment. This role is ideal for a seasoned professional with deep expertise in document capture, workflow automation, and AI/ML-driven document processing.The selected candidate will assess current-state document workflows, identify inefficiencies, and implement scalable solutions to improve accuracy, reduce manual effort, and enhance operational performance. This role will also serve as a subject matter expert (SME) for document management technologies and oversee enterprise-wide document intake, classification, routing, and storage processes.Key ResponsibilitiesProgram Leadership & Team ManagementLead, mentor, and manage a team of document management professionalsEstablish program governance, including SLAs, KPIs, and operational metricsOversee project timelines, deliverables, and cross-functional coordinationProvide regular reporting to senior leadership on program health and risksBusiness Process ImprovementAnalyze current document workflows to identify inefficiencies and bottlenecksDevelop process documentation (process maps, swimlanes, future-state models)Implement process improvements across document intake channels (fax, email, mail, electronic submissions)Apply Lean Six Sigma methodologies to drive continuous improvementDocument Capture & Routing TechnologiesServe as SME for document capture platforms such as RightFax and KofaxConfigure and manage routing rules for inbound documentsIntegrate capture solutions with downstream systems and workflowsEvaluate and recommend intelligent document processing (IDP) toolsEnterprise Content Management (ECM)Manage and optimize ECM/EDMS platforms (e.g., Laserfiche, IBM FileNet, OnBase)Define document taxonomy, metadata, retention policies, and access controlsPartner with IT to ensure system performance, scalability, and availabilityAI/ML & AutomationImplement AI/ML solutions for document classification, OCR enhancement, and data extractionDevelop intelligent routing and automation workflows to reduce manual processingMeasure automation success via performance metrics (accuracy, cycle time, cost savings)Maintain awareness of emerging AI and document intelligence technologiesStakeholder EngagementGather and translate business requirements into technical solutionsFacilitate stakeholder meetings and align cross-functional teamsAct as liaison between business units, IT, vendors, and compliance teamsCommunicate complex technical concepts to non-technical audiencesRequired QualificationsBachelor’s degree in IT, Business Administration, Computer Science, or related field (Master’s preferred)10+ years of program or supervisory experience in document/content management7+ years of experience with:Enterprise ECM/EDMS platforms (Laserfiche, IBM FileNet, or Hyland OnBase)AI/ML-based document classification and intelligent automationBusiness process design and documentation (SIPOC, flow diagrams, etc.)OCR/ICR, forms processing, and document capture technologiesProject management methodologies (Agile, Waterfall, or hybrid)5+ years hands-on experience with RightFax, Kofax, or similar platformsProven experience managing teams and multiple concurrent initiativesStrong analytical, problem-solving, and communication skillsExperience gathering requirements and translating them into technical solutionsPreferred QualificationsPMP, PgMP, or equivalent certificationLean Six Sigma Green Belt or Black BeltCertified Information Professional (CIP) or Certified Records Manager (CRM)Experience with RPA tools (UiPath, Blue Prism, Automation Anywhere)Knowledge of compliance frameworks (HIPAA, SOX, FOIA, NARA)Experience with cloud-based ECM platforms and migration strategies
