Senior Proposal Manager
QualX Corporation is seeking Senior Federal Proposal Manager with proposal writing experience to join our team. This individual will operate in a leadership role, partnering with internal and external capture, pricing, and operations teams to manage the development of compliant, compelling, competitive, and winning proposals. Experience supporting Records and Information Management efforts is highly desired. As the Senior Proposal Manager, you will play a crucial role in leading and contributing to the development of well-written, compelling, and compliant proposals in response to federal government requests for proposals (RFPs), requests for information (RFIs), and other procurement opportunities. This role requires the ability to manage multiple efforts simultaneously and support both Prime and subcontractor positions.Duties/Responsibilities:Lead the full lifecycle of federal government proposals with a focus on Records and Information Management.Analyze and fully understand client requirements and RFP/RFI documents.Collect necessary technical information from subject matter experts and technical teams.Write, edit, and format proposal sections to ensure clarity, accuracy, and adherence to guidelines.Creating persuasive content that highlights the company's strengths, capabilities, and solutions to address client needs.Serve as volume lead, proposal writer, color team or peer reviewer, or other proposal roles.Ensure compliance with federal RFP requirements, including formatting and content structure.Oversee multiple proposals simultaneously, ensuring adherence to deadlines.Lead the proposal team effectively, fairly, and respectfully to meet schedules and deadlines.Ensure 100% compliance of all proposal submissions.Interpret solicitation requirements or source selection regulations and develop proposal response strategies and approaches for individual opportunities.Assess solicitation, response timeframe, capture maturity, resource requirements, teammates, facilities, and other proposal elements to determine appropriate proposal resources, processes, facilities, and schedules.Break down and translate RFP requirements into compliance matrices, annotated proposal outlines, and content plans.Collaborate with the Capture Manager to annotate proposal outlines with win strategies, themes, discriminators, source content, graphic concepts, and writer guidance.Convert annotated proposal outlines into executable proposal plans designed to deliver compliant, winning proposals on time.Establish, communicate, and manage the proposal development and production schedule; maintain and update the schedule for the proposal team as adjustments are made.Lead proposal phases, activities, and milestones, including kickoff meetings, teammate meetings, data calls, readiness assessments, brainstorming sessions, informal proposal reviews, and collaborative writing sessions.Conduct milestone readiness reviews to assess proposal readiness for color team reviews; adjust the proposal development schedule as needed to accommodate corrective actions.Set color team review goals and objectives; train color team reviewers, resolve feedback conflicts, determine the disposition of reviewer comments, develop recovery plans, and execute recovery plans on time.Conduct writer training and working sessions to refine content for proposal compliance and alignment with proposal themes and messaging.Perform operational staff management, including scoping and monitoring proposal efforts, setting priorities, and aligning resources.Act on behalf of the Capture Manager during proposal development in their absence.Experience/Education Requirements:8+ years of experience in federal proposal development and management, with a demonstrated ability to produce winning proposals. Experience with Shipley Proposal Process and color team reviews.Strong understanding of the federal procurement process and experience with RFPs, RFIs, and other solicitation formats.Proficiency in Microsoft Office Suite, with advanced skills in Microsoft Word, Microsoft SharePoint, and Microsoft Teams.Strong project management and organizational abilities to handle multiple deadlines effectively.Bachelor's degree in English, Communications, Journalism, or a related field is preferred. Equivalent experience will also be considered.Availability to support business travel, if needed.Ability to work often unpredictable schedules, including overtime, evenings, weekends, and holidays.Technical writing and editing experience.
