For questions regarding this position, please contact the Recruiter listed in the Supplemental Information section.About The PositionThe County of Riverside’s Department of Human Resources has an opportunity for a Talent Management System Analyst III ( Business Process Analyst III - CE (Confidential Exempt) in Riverside.The Talent Management System Analyst III (Business Process Analyst III - CE is the lead level classification and will exercise a high degree of independent judgment, provide project oversight, manage governance, lead committee meetings and perform the most complex assignments that require extensive knowledge and proficiency.This position will perform responsible, varied, complex, and specialized technical and analytical work in support of Riverside County’s Talent Management System (RivCo Talent) powered by SumTotal Systems. The position will lead administration, management, and maintenance of the organization’s talent management systems which includes Learning, Performance, Compensation, Succession, Career Planning, and Data Analytics for business segments and support services functions within the County. The selected candidate will work directly with vendors for resolution of underlying system program issues, ensure data integrity, develop training materials for system implementation and/or upgrades, and lead cross-functional teams to solve complex business or systems issues. Additionally, the incumbent will lead projects of critical importance to the organization, including the systems component of high-visibility training initiatives with organization-wide impact.The department seeks candidates with experience administering Talent Management Systems in a large, complex environment, and thorough understanding of talent management processes, talent development, and operational project management. Competitive candidates will possess prior experience implementing and upgrading Talent Management Solutions (SumTotal or Cornerstone Preferred), specifically learning and performance, strong data analysis skills, and basic knowledge of Jaspersoft, or Microsoft Power BI. The ideal candidate will also have familiarity with instructional design principles and proficiency in common authoring tools.Employees in a Confidential designated class are defined by Section 3.b. of the Employee Relations Resolution, as "any employee who may be privy to the decision-making process of County management affecting employee relations" and are only authorized for use within the departments of Executive Office, Clerk of the Board, County Counsel, and Human Resources.Meet the Team!The Human Resources Department strives to effectively serve and partner with our community, departments and employees by leveraging best practices and innovation to foster a thriving county.Examples Of Essential Duties Oversee Countywide RivCo Talent system functions including ensuring data integrity, testing of system changes, report writing, and analyzing data flows for process improvement opportunities. Act as primary contact for systems vendor and County staff to plan/execute upgrades, enhancements, and fixes to product. Apply business process and analysis concepts, up to and including the most complex and advanced, while formulating systems scope and objectives relative to the business needs and requirements. Determine and deliver change management and communication needs to broader audience supporting system changes. Evaluate requirements and develop design specifications for new or modified business processes; evaluate existing County business process models to identify potential areas for automation and streamlining; design and implement resulting automated processes. Collaborate with internal subject matter experts to identify knowledge gaps, set training goals, design system content, and optimize functionality; updates and maintains validity of material available to team members. Evaluate system performance and course effectiveness based on established goals and objectives; reconfigure system components as needed; ensure compliance with County standards and requirements. Confer with County officials, department heads, representatives, and supervising staff regarding RivCo Talent system practices, procedures, and policies. Maintain awareness of current trends in Talent/LMS and HRMS with a focus on product and service development, delivery and support, and applying key technologies. Documents standards, processes, and support resources for Team Members and Program. Assist in the development and supervision of other staff performing specialized content management functions; train subordinate staff in Talent/LMS practices, procedures, and Departmental policies. Troubleshoot complex system issues, tickets, emails, and requests that are escalated by Department Administrators. Analyze system functions and provide recommendations for process improvements; Identify trends to educate business leaders on status of talent management goals. Manage and support project management for talent related initiatives. Coordinate with business process managers to adopt system changes needed for new/modified services; test all changes prior to final implementation to ensure appropriate results. Coordinate and implement system security; approve departmental requests for access to enterprise system; coordinate network security and installation requirements with the Information Technology Department. May serve in a staff capacity for a variety of formal and informal committees; prepare reports, correspondence, and statistical materials.Minimum Qualifications Education: Graduation from an accredited college or university with a bachelor's degree in public or business administration, human resources, finance, computer science, information systems, or a related field to the assignment. (Additional qualifying experience in a functional support area may substitute for the education on the basis of 30 semester or 45 quarter units equaling one year of full-time experience.)Experience: Three years of professional level experience, one year of which was in a journey level capacity working with business systems, information technology, program applications, business processes and procedures, financial reporting and data, or other accounting experience.Knowledge of: Principles and practices of financial, human resources and/or other enterprise functions; project specifications development; application design; data modeling techniques; application of industry/corporate standards and conventions for systems analysis and quality assurance; installation, testing and migration process and techniques; quality and version control processes; use of packaged, off-the-shelf and third party application software, including office automation tools.Ability to: Write/modify technical and user documentation; prepare flow process diagrams and other design graphics; use basic principles and practices and functional activities for the maintenance and enhancement of enterprise systems components; gather and analyze data; reason logically, draw valid conclusions and make appropriate recommendations; speak and write effectively; read, interpret and apply laws, rules, regulations, standards, and procedures; establish and maintain effective working relationships with others and gain their cooperation.Other RequirementsLicense: Possession of a valid California Driver's License may be requiredSUPPLEMENTAL INFORMATIONFor Questions Regarding This RecruitmentPlease contact Angela Tavaglione at atavaglione@rivco.org or (951) 966-3590.
