Business Operations Analyst (Department of Technology Innovation)The IT Financial Operations Specialist is a critical mid-level position responsible for the daily financial health and compliance of the Department of Technology Innovation. This role requires an experienced professional capable of independently managing the departmental budget, ensuring rigorous fiscal control over all grant funds, and overseeing departmental vendor relationships, including management of Accounts Payable (AP) and Accounts Receivable (AR). The Specialist serves as a key resource for department and program managers, ensuring all financial activities are executed with accuracy, timeliness, and adherence to organizational policies and external regulations. Key ResponsibilitiesDepartmental Financial Operations & Reporting Daily Management: Independently manage and execute day-to-day financial operations, including general ledger maintenance, journal entries, and reconciliation activities. Reporting: Prepare routine and ad-hoc financial reports, focusing on departmental spending trends, variance analysis, and key financial performance indicators for management review. Compliance: Ensure all financial transactions and processes adhere to organizational policies, generally accepted accounting principles (GAAP), and relevant governmental/grant regulations. Budgeting & Monitoring Execution: Assist in the development of the annual operating budget and actively manage the ongoing financial execution, including processing budget transfers and adjustments. Tracking: Proactively monitor and track departmental expenditures against budget allocations, identifying potential variances and recommending corrective action plans to program managers. Forecasting Support: Contribute to the development of quarterly financial forecasts and projections related to technology projects and operational expenses. Grant and Special Project Accounting Grant Tracking: Maintain detailed, segregated financial records for all assigned technology grants (State and Federal) and special projects, ensuring expenses are accurately tracked, allowable, and coded correctly. AR/Invoicing: Prepare and process grant-related invoices and financial reports to external funding agencies in a timely manner to ensure prompt receipt of funds. Compliance Review: Conduct internal reviews to ensure expenditures comply with specific grant terms and federal funding requirements. Accounts Payable (AP) & Accounts Receivable (AR) Management Full Cycle AP: Manage the complete AP process for the department, including review, coding, and submission of vendor invoices, purchase orders, and expense reimbursements. Full Cycle AR: Oversee the AR function, including the generation of departmental invoices for services provided, posting cash receipts, and actively following up on outstanding balances. Reconciliation: Perform regular reconciliations of financial statements, internal financial reports, and the departmental general ledger to maintain data integrity. Qualifications and RequirementsEducation and Experience Bachelor's degree in Accounting, Finance, Business Administration, IT management or a closely related field. Minimum of 3-5 years of direct, relevant experience in financial management, departmental budgeting, and full-cycle accounting in a technology focused field, organization or department. 2+ years of experience with grant accounting, compliance, or financial tracking is highly preferred. Knowledge, Skills, and Abilities Strong working knowledge of Generally Accepted Accounting Principles (GAAP) and public sector financial reporting. Demonstrated proficiency with financial management systems (ERP). Direct experience with PeopleSoft is a strong plus. Advanced skills in spreadsheet applications for data analysis and financial modeling. Excellent organizational skills with a meticulous attention to detail and a commitment to accuracy. Effective interpersonal and communication skills, with the ability to clearly explain financial matters to non-financial technology staff and managers. Proven ability to work independently, prioritize tasks, and manage multiple projects simultaneously in a fast-paced environment.
