The incumbent is responsible for directing the identification, development, and management of grant opportunities and implementing the administrative and fiscal policies supporting County initiatives. The position plays a key role in shaping County-wide funding strategies and policies and participates in high-level administrative planning and decision-making. The incumbent provides confidential advice, analysis, and recommendations to County leadership regarding fiscal planning, program priorities, and resource allocation. Work includes oversight of grant application development, contract compliance, fiscal management, reporting, and program evaluation for Federal, State, local, and private funding sources. The work is performed under general direction of the Planning and Community Development Director with wide latitude for the exercise of independent judgment in carrying out the details of the work. Direct supervision is exercised over the work of grant-related support staff. Does related work as required.Typical Work ActivitiesDevelop and implement County-wide policies, procedures, and standard practices for grant development, submission, administration, and compliance;Identify, evaluate, and prioritize grant opportunities aligned with the strategic goals, fiscal priorities, and long-range planning initiatives of the County and its partner organizations;Oversee and direct the preparation, review, and submission of grant applications to ensure quality, accuracy, and compliance with funding requirements;Advise County leadership on funding strategies, fiscal impacts, risks, and opportunities, including implications for program delivery and resource allocation;Participate in executive-level planning discussions related to budget development, capital planning, and long-term program sustainability;Prepare and contribute to confidential reports, analyses, and recommendations used in administrative, fiscal, and policy decision-making;Monitor and ensure compliance with all grant agreements, including Federal, State, and local regulations, reporting requirements, and audit standards;Direct the administration of multiple grant programs and associated budgets, ensuring proper allocation and use of funds in accordance with County and agency requirements;Coordinate with County departments, municipalities, and partner agencies, including LCHS, regarding funding opportunities and program implementation and strategic initiatives;Assists in the development of the County and departmental budgets as they relate to grant funding, and provides financial data and analysis that may be used in labor relations and collective bargaining processes;Maintains centralized records and tracking systems for all grant activities, ensuring accuracy, accessibility, and compliance with audit standards;Evaluate the effectiveness and outcomes of grant-funded programs and recommend improvements;Represent the County in meetings with funding agencies, stakeholders, and partner organizations;Coordinate responses to audits, monitoring reviews, and compliance inquiries;Directly supervise grant staff, including hiring, training, assigning and reviewing work, conducting performance evaluations, and initiating disciplinary action as necessary;Ensure communication and dissemination of grant-related information to appropriate stakeholders;Performs other related duties as required.Minimum QualificationsEither:A. Graduation from a regionally accredited or New York State registered college or universitywithaMaster'sdegreeinPublicAdministration,BusinessAdministration, Communications, Planning, Government, Healthcare Administration, Nonprofit Management, or a closely related field with similar course curriculum and one year of full-time paid work experience in grant writing, fundraising, grant procurement, coordination or administration of public, private, or foundation grants, preferably within a healthcare, nonprofit, or public sector organization; orB. Graduation from a regionally accredited or New York State registered college or university with a Bachelor's degree in Public Administration, Business Administration, Communications, Planning, Government, Healthcare Administration, Nonprofit Management, or a closely related field with similar course curriculum and two (2) years of experience as described in (A) above; orC. Graduation from a regionally accredited or New York State registered college or university with an Associate's degree in Public Administration, Business Administration, Communications, Planning, Government, Healthcare Administration, Nonprofit Management, or a closely related field with similar course curriculum and four (4) years of experience as described in (A) above; orD.
