The French Biomedicine Agency is a public administrative agency under the authority of the Ministry of Health. It regulates, supervises, supports, and evaluates activities in the fields of organ, tissue, and cell procurement and transplantation, as well as in the fields of human reproduction, embryology, and genetics, and research on human embryos and embryonic stem cells. It fulfills both oversight and expert advisory roles as well as operational duties, which for certain services involve 24/7 operations (national distribution of transplants). The ABM has approximately 260 employees who work primarily at its headquarters in Saint-Denis-La Plaine (93); about fifty staff members work in the regional offices. The ABM is led by a Director General, supported by two Deputy Directors General: a Deputy Director General in charge of medical and scientific policy (DGAMS) and a Deputy Director General in charge of resources (DGAR).Job environmentThe Department of Human Reproduction, Embryology, and Genetics (DPEGH), which reports to the General Medical and Scientific Directorate (DGMS), consists of three divisions:The Assisted Reproductive Technology (ART) division,The division responsible for overseeing and monitoring prenatal diagnosis, preimplantation diagnosis, and postnatal genetic diagnosis,The unit for the evaluation and biostatistics of ART and diagnostic activities (preimplantation, prenatal, and postnatal).You will assist the Director of Human Reproduction, Embryology, and Genetics (PEGh) in matters related to assisted reproductive technology (ART) and oversee the work of the three lead practitioners who make up the ART unit. In this role, you will:Contribute to the strategic development of ART-related initiatives within the Agency;Organize and prioritize ART-related tasks;Oversee the distribution and planning of tasks for the ART lead practitioners, defining the key elements for project success within the given deadlines;Establish functional links with the other two units of the DPEGh, the cross-functional units of the DGMS, and other departments within the Agency to ensure the successful completion of these tasks;Work to develop the skills and promote the talents of the staff you supervise;Report regularly on your activities to the Director of the PEGh.Main tasksImplementation of projects led by the AMP division • Implement the actions outlined in the various objectives of the Ministerial Plan for PEGh related to AMP, while meeting the performance indicators throughout the plan's duration;* Contribute to the fulfillment of the Agency's Objectives and Performance Contract as it pertains to AMP; • Lead the various working groups, particularly the AMP professional liaison meeting, to develop a forward-looking and participatory vision aimed at improving the care pathway; • Entrust division leads with managing specific working groups by setting objectives, actions, implementation schedules, and evaluation criteria; • Ensure an effective partnership with the head of the Evaluation and Biostatistics Division to jointly define the actions to be taken, particularly in the areas of activity reports, the use of national databases, and the Agency's registry for projects dedicated to AMP; • Organize regular collaboration with the PEGh liaisons from the regional health agencies (ARS) regarding the AMP sector; • Organize informational webinars and discussions with AMP centers; • Coordinate the organization of annual interface meetings to monitor the PEGh plan regarding ART; • Collaborate with the PEGh Director in managing the Agency's Medical and Scientific Committee (CMS) regarding ART and participate, as appropriate, in the Agency's Steering Committee (CO); • Help respond to requests for authorization to import/export embryos and gametes, in coordination with the legal department; • Contribute to the project management of the future PEGh information system for the ART component.Communication and Representation • Organize, in collaboration with the Communications Department and members of the division, media responses, communication initiatives regarding ART, and in particular the promotion of gamete donation and fertility preservation; • Collaborate on the implementation of a common strategy for information, communication, and exchanges targeting professionals and institutional stakeholders (ARS); • Represent the Biomedicine Agency before other partner agencies and institutions; • Contribute to the establishment of agreements with other agencies within the framework of joint missions; • Participate in training and educational activities; • Promote the work of the DPEGh through publications and oral presentations.Division Staff • Organize the division members' attendance schedule to ensure continuity of operations; • Assess and develop the skills of division members, within the framework of workplace well-being; • Support and train new arrivals to the division to ensure optimal adaptation to their roles; • Ensure and oversee the flow of information to the PEGh Director and relay information to the division team and, where appropriate, to other cross-functional divisions and departments within the Agency.Job specifications and constraintsAs part of these responsibilities, close working relationships are maintained with all departments, including the Quality and Safety Division, the Data Division, the Research, Europe, International, and Monitoring Division, as well as the Division for the Organization of Healthcare Funding and the Division for Healthcare Professional Training. Collaboration is also maintained with the Monitoring and Documentary Resources Division, the Legal Department, the Communications Department, the Inspection Unit, and the Information Systems Department to ensure effective coordination and consistency in the actions undertaken. As division head, a regular on-site presence is essential to foster relationships with division staff and the PEGh Director.Knowledge, skills and abilitiesAs a physician or pharmacist trained in assisted reproductive technology, you have established scientific and medical credibility based on your proven experience over several years in the field of assisted reproductive technology and are looking to advance your career into a leadership role involving team management within a national public agency. You are familiar with the missions of the Biomedicine Agency.You possess a genuine ability to supervise and lead a team, coordinate working groups, and serve as a leader who adapts both directive and participatory approaches with agility.
