Job Description Summary:Performs professional planning and analytical work supporting development review and implementation of the County Master Plan. Reviews development applications for compliance with zoning, subdivision, and environmental regulations; conducts research, field investigations, and GIS analysis; and prepares reports, maps, and planning materials. Assists with processing site plans and permits and supports public inquiries regarding development regulations.Job Description:Salary Range: $44,941.00-$121,736.00BUDGETED SALARY: $55,000.00Essential Duties:(The following examples illustrate the work performed in the positions in the class. A position may require duties not listed, if necessary, to accomplish the work of the department.)Conducts studies, performs research, and provides analyses for projects relating to development reviewPrepares and publishes reports by documenting data collection, problem analysis, identification of goals and objectives, analysis of alternatives and ways to meet the goals and objectives of planning and planning-related mattersImplements strategies contained in the County Master PlanPrepares maps, charts, manuals, and brochures for planning and planning-related mattersParticipates in the collection, creation, and analysis of GIS data; disseminates products such as maps and other tabular dataAids in the dissemination of information via online formats; ensure that online offerings are current and consistent on all platforms (e.g. County website, social media, etc.)Conducts field studies and surveys to collect original data for planning studies and projectsPerforms site visits and field inspections relating to forest conservation plans, natural resource delineation, or related modelsReviews zoning applications and subdivision plans for conformance with applicable development regulations and land useAssists in the processing of subdivision or site plans and related environmental or building permitsAssists the public regarding matters relating to permitting, zoning/subdivision code, and department policies and processesRepresents the Department at internal and external meetingsYears of Experience and Education:Master's degree from an accredited college or university in one of the planning areas, such as city and/or regional planning, natural resource management, environmental planning or geography AND no experience required.ORBachelor's degree from an accredited college or university in one of the planning areas, such as city and/or regional planning, natural resource management, environmental planning or geography AND one year planning related experience.ORBachelor's degree from an accredited college or university with coursework in planning-related subjects (applicants must list coursework on employment applications) AND completion of two year's planning related experience.Certifications, Licensures, and Examinations:American Institute of Certified Planners (ACIP) (Preferred)Knowledge, Skills, and Abilities:Knowledge of peripheral software tools such as Adobe Photoshop/InDesign, Sketch-Up, Prezi, etc.Ability to devise and implement thoughtful solutions to complex problemsKnowledge of permitting and development review practicesAbility to communicate effectively, both verbally and in writingAbility to organize information and produce reports clearly and conciselyAbility to perform routine GIS workAbility to maintain effective records and back up documentationKnowledge of building and planning and zoning principlesKnowledge of research methods, analysis and reporting methodsStrong interpersonal skillsSafety:Must comply with all Federal (OSHA), State of Maryland (MOSH), safety regulations and applicable Harford County safety policies, procedures, or manuals as required for this position.Compensation:Other compensation may include, but is not limited to:* Overtime* Compensatory time* Shift DifferentialsBenefits:Harford County offers an exceptional benefits package that includes:* Health, Dental & Vision insurance* Flexible Spending Accounts* State Retirement Plan and Deferred Compensation* Long Term Disability, and Life Insurance for Employee, Spouse, and Children* Generous Leave Package & Paid Holidays* Tuition Reimbursement
