The Senior Intelligence Analyst II - Tactical Analysis and Operations Support conducts all-source tactical intelligence analysis of threat environments, using both classified and open-source reporting streams, with a focus on technical espionage threats and vulnerabilities. The analyst provides support to technical security and counterintelligence activities overseas, including tactical counterintelligence analysis, technical security operations support, regular coordination and liaison with other agencies, and facilitation of technical anomaly reporting. The role includes customer service support for Diplomatic Security personnel, serving as a contact and liaison for other agencies, and performing and producing tactical threat analyses and assessments to support worldwide technical security operations. The analyst evaluates technical threat vectors, produces and provides written and verbal threat briefings to a variety of audiences, debriefs personnel post-mission, and facilitates technical anomaly reporting. The analyst coordinates with regional intelligence analysts to integrate strategic and tactical intelligence, provides technical subject matter expertise, and leads analytical support to community training exercises. The Senior Intelligence Analyst II is responsible for working with data throughout its lifecycle, including collection, management, analysis, reporting, and secure disposition, to support tactical analysis and operations support activities. The analyst also participates in Department and interagency committees, conferences, and working groups to ensure the protection of national security information, facilities, and personnel at diplomatic facilities.RequirementsCurrent U.S. Government final Top Secret security clearance and qualified for SCI accessEligible for and able to obtain and maintain required security clearance/access approvalsFederal employee currently or previously assigned to the GS-0132 series (or contractor equivalent) with at least one (1) year of experienceAt least two (2) years of experience as an Intelligence Analyst II in Strategic Threat Assessment and Risk, or equivalentCurrent or previous experience as an all-source intelligence analyst in the intelligence or law enforcement communities for a minimum of one (1) year; orThree (3) years' experience as a Security Engineering Officer or Regional Security Officer in the Diplomatic Security Service;Three (3) years' experience as a credentialed or certified technical security expert, counterintelligence agent, or technical surveillance countermeasures (TSCM) practitioner; orFour (4) years' service in the U.S. Armed Services in one or more of the following:US Army: 35x seriesUS Air Force: 14Nx, 1Nxxx seriesUS Navy: 181x, 183x, 681x, 683x, 781x, 783x, CTx, ISUS Marine Corps: 02xx, 26xx seriesSubject matter expert within the intelligence community, with the ability to train and develop junior and senior analysts in highly technical subject matterTechnical Security and Signals Countermeasures Analyst Course certification from the Interagency Training CenterDemonstrated technical proficiency related to technical intelligence and counterintelligence techniques, tactics, and proceduresAbility to brief diverse audiences of varying technical backgroundsAbility to participate in and communicate with formal interagency committees, conferences, task forces, and working groups as required by the customerSpecific knowledge of technical intelligence collection methods and technical security countermeasuresKnowledge and understanding of Intelligence Community standards and directives, including ICD 203, 702 and 705Substantive knowledge of intelligence reporting streams and systemsSubstantive knowledge of State Department (preferred) or similar U.S. Government agency standards and directives, especially in relation to technical securitySubstantive knowledge and understanding of regulations governing the use of classified materialsAbility to effectively and professionally interact with groups or individuals outside own organizationSubstantive knowledge of technical security countermeasures systems and regulationsKnowledge of analytical risk management methodology and principlesDemonstrated experience working with data throughout its lifecycle, including collection, management, analysis, reporting, and secure dispositionExcellent writing skills and ability to ensure consistency of analyst products to Department style standardsExcellent verbal communication and research skills, and strong analytical, critical thinking, and problem-solving skillsProficiency with Microsoft O365Highly adaptable, positive attitude, and ability to work as a member of a team
