DesignationKey Personnel (one of two senior programmers)Reports ToDevelopment Team Lead / Government Project ManagerClearanceActive Secret (DCSA-issued)Position SummarySenior-level developer/architect supporting all aspects of PeopleSoft application development, web services design, system integration, and production support for the IPMS. Defines and maintains architectural frameworks, patterns, processes, standards, and guidelines. The individual designated as Key Personnel is expected to perform responsibilities consistent with the SOW's 'Application Architect' role (SOW Section 8.0), pending Government clarification of the labor-category-to-role mapping.Required Experience and Qualifications8–10 years of related software development and architecture experience (per SOW Section 8.0 Application Architect description).Demonstrated expertise in the design, development, and deployment of enterprise-level N-tier architecture.Strong hands-on programming experience across multiple platforms relevant to the IPMS environment, including: PeopleSoft, Oracle, SQL Server, .NET/ASP, ColdFusion, Java, and Visual Basic.Demonstrated experience developing HTTPS/SOAP/RESTful web services.Demonstrated experience using XML, JSON, and XSLT.Experience with RDBMS design and database normalization.Experience developing systems documentation and unit test plans.Experience with peer reviews, configuration management, and change control processes.Experience with Agile and Waterfall software development methodologies (Agile/Scrum experience strongly preferred).Required Tools & TechnologiesPeopleSoft (required, deep expertise — must align with HCM context of IPMS).Oracle, SQL Server..NET / ASP, Java, ColdFusion, Visual Basic.DevOps toolchains, JIRA, Phire.Web services frameworks (HTTPS/SOAP/REST).Preferred QualificationsPeopleSoft HCM-specific experience (vs. PeopleSoft Financials or other modules).Federal HR systems experience or prior Department of State work.Agile/Scrum certification.Experience working under 5 FAM 600 / Managing State Projects (MSP).
