DescriptionFOREIGN DISCLOSURE AND PARTNER ENGAGEMENTS INSTRUCTORLocation: Hawaii | Type: Full-Time | Clearance: TS/SCI and CI PolygraphOverviewDarkStar Intelligence is seeking a seasoned Foreign Disclosure and Partner Engagements Instructor to support the development of Intelligence Agency (IA) professionals operating in complex, multinational environments. This role is central to building and delivering a comprehensive training program aligned with DIA, Centers of Excellence (COE), and Joint Staff Joint Training Standards.The instructor will enable IA specialists to execute strategic information-sharing, manage international partnerships, and conduct high-level intelligence liaison in accordance with DIA Strategy, OSD policy, and Joint Staff/CCMD directives.Key ResponsibilitiesDesign, develop, and maintain a comprehensive curriculum on foreign disclosure and partner engagements aligned with DIA, COE, and Joint Staff standardsDeliver instructor-led training to IA personnel on global information policy coordination supporting foreign military cooperationInstruct on conducting complex intelligence liaison activities with partner nations and multinational stakeholdersTrain personnel on relationship management strategies in accordance with IA leadership guidance, DIA Strategy, OSD policy, and CCMD campaign plansProvide subject matter expertise on Foreign Disclosure (FD) policy to support operational information-sharing and mission continuityEducate IA specialists on OSD policies governing the disclosure of Classified Military Information (CMI)Support the planning, coordination, and execution of Key Leader Engagements (KLEs) and analytical exchangesInstruct on the assignment and approval processes for DIA Foreign Exchange Officers (FEOs)Train personnel in the negotiation and execution of foreign military agreements and cooperative frameworksContinuously assess and update course materials to reflect evolving policy, doctrine, and operational requirementsRequirementsMinimum QualificationsClearance: Active TS/SCI with CI PolygraphEducation/Experience: Bachelor’s degree in National Security, International Relations, Education, or related field and 10+ years of DoD or military experience in foreign disclosure, international partnerships, and training/instructionCertified instructor with demonstrated experience in adult learning methodologies and curriculum developmentStrong working knowledge of DIA, COE, and Joint Staff Joint Training StandardsProven expertise in foreign disclosure policy, intelligence liaison, and multinational engagement frameworksExcellent communication, facilitation, and interpersonal skillsDesired Qualifications15+ years of DoD/military experience in foreign disclosure, partner engagement, and instructionOperational or strategic-level experience within INDOPACOM AORCertified curriculum developer and/or prior DIA instructor experienceAdvanced knowledge of OSD policy governing Classified Military Information (CMI) disclosureExperience assigning and approving DIA Foreign Exchange OfficersDemonstrated experience negotiating and concluding foreign military agreementsCompensation & BenefitsSalary range: $120,000 - $130,000 annually.Benefits are competitive and commensurate with experience, qualifications, and market conditions.
