The Opportunity:
The
Domestic Violence and Sexual Coordinating Office
(DVSCO), Youth and Family Services is looking for its next Leader! We are seeking to fill one (1) Full Time Gateway Center Program Supervisor. This position is a Full time 1.0 FTE and will be scheduled as hybrid telework 40 hours a week (Monday – Friday 8:00am -5:00pm). The on-site work location for this position is at the Gateway Center, 10305 E Burnside St. Portland OR 97216. All employees must reside in Oregon or Washington; the county cannot support ongoing telework from other locations.
The eligible list created from this recruitment may be used to fill future regular, limited duration, temporary, on-call, full or part-time assignments within the department.
About the Position: The Gateway Center for Domestic and Sexual Violence Services is a multi-agency stand alone program operated under the auspices of the Department of County Human Services, Domestic and Sexual Violence Coordination Office that provides a comprehensive range of services to survivors of domestic and sexual violence. Both internally and externally facing, the Gateway Center Program and Community Manager defines the Center’s objectives and goals, creates and implements strategic plans, is responsible for the overall operations, quality control, staff management, community collaboration and partnership efforts, evaluation, program and service delivery implementation and effectiveness. Individuals from 15 different public and private partners make up the Gateway Center Community; this position ensures that all the moving parts work together, in harmony, and in accordance with laws and regulations. The Manager is responsible for setting all organizational goals, as well as creating, implementing and administering all policies and procedures.
Primary responsibilities include but not limited to:
Function 1: This position plans, organizes, manages and administers all of the functions, activities, and service coordination for the Gateway Center for Domestic and Sexual Violence Services, a stand alone multi-agency program that serves tens of thousands of Multnomah County residents each year. This position is responsible for implementing program and strategic planning, develops all program policies, develops and oversees the implementation of procedures and business practices, evaluates goals, objectives, priorities and activities to improve performance and outcomes; establishes administrative controls and improvements, develops procedures and ensures adherence to regulatory requirements. Serves on the management team for the Gateway Center and provides leadership to the Gateway Center Community, which is comprised of a dynamic array of approximately 60 individuals representing 15 different agencies.
Function 2: Direct and approve through the Program Specialist Senior and victim advocate intake team the planning, prioritizing, assigning, supervising, training and review of the work of a diverse workforce; act as a legal expert and general resource to staff and community; provide direction, guidance and leadership to staff and a wide variety of community partners. This position conceptualizes, develops and defines new enterprise and joint ventures among various agencies to create innovations and more effective cross agency service delivery. This position provides expertise and leadership to multi-agency collaborations to improve the continuum's overall service delivery in various areas including access to housing and services to improve survivors' financial wellbeing.
Function 3: Develop, administer, assist and monitor budgets; develop justifications for budgetary recommendations and/or adjustments; participate in forecasting the need for additional funds for staffing and resources; identify, obtain, and manage funding from grants and community partners, participate in the interpretation, negotiation, management and enforcement of contracts, including the development of all program instructions and evaluation outcomes. Participate in formulation, execution and implementation of intergovernmental and interdepartmental agreements related to Gateway Center services. Ensure policy makers understand the impact and effectiveness of domestic and sexual violence services generally.
Function 4: This position is responsible for developing, implementing and maintaining quality management and change management plans and systems to ensure compliance and achieve program outcomes. These duties are not exclusive to County staff, but include managing change practices for Gateway Center partners from 15 other agencies who rely on this position for community leadership and guidance. The position develops and monitors all data collection systems, and provides an eye toward continuous improvement in data collection in order to report on increasingly sophisticated outcome measures. Applies strategic thinking to possible future service scenarios to anticipate and ensure that funding and programmatic needs will be met.
Function 5: Provide expert guidance to other departments, the general public, and outside agencies regularly. Provide staff leadership to the Systems’ Accountability Work group (a multi-agency/ multi-discipline collaborative) to improve institutional response to survivors of domestic and sexual violence. Regularly represent the County to the public, elected officials, other agencies, governments and organizations including making presentations, conducting community outreach, and providing leadership and facilitation of committees, inter agency task forces, special projects, and other community outreach activities; respond and resolve confidential and sensitive inquiries, investigate complaints and recommend corrective action as necessary. Understands needs of the population as well as service gaps across the continuum of domestic and sexual violence service providers. Provides expertise and advocacy to policy makers regarding additional service needs for the entire continuum.

Minimum Qualifications/Transferable Skills*:
A Bachelor's Degree – in lieu of a degree, we will consider equivalent years of related experience.
Three (3) to six (6) years of experience that demonstrates the ability to perform the duties of the position. (Equivalency 7-10 years of qualifying training and/or experience).
Must have completed 40-Hour Domestic Violence Advocate Training from the State of Oregon or equivalent from the other State or must have the ability to get the certification within 6 months of hire.
Must pass a criminal background check with Multnomah County (this step occur after a job offer)
Must have a valid driver license
