Myers, Palm Beach Gardens, Miami, FLDuties & ResponsibilitiesWorks directly under the Mitigation Section with primary responsibility for the review of actions related to mitigation banks and in-lieu fee programsIndependently evaluated, processed, and managed the full range of Corps Regulatory Program actions, including General Permits, Letters of Permission, Standard Permits, Jurisdictional Determinations, pre-application requests, compliance actions, and after-the-fact permits. Interpreted and applied Federal environmental statutes and regulations, including the Clean Water Act, Rivers and Harbors Act, NEPA, Section 404(b)(1) Guidelines, Endangered Species Act, National Historic Preservation Act, and Magnuson-Stevens Fishery Conservation and Management Act. Conducted site evaluations and field investigations, including wetland delineations, jurisdictional determinations, and assessments of aquatic resource quality and impacts. Analyzed public interest review factors in accordance with 33 CFR 320.4, balancing environmental, social, economic, and navigational considerations to support defensible permit decisions. Evaluated project alternatives, environmental impacts, and compensatory mitigation plans, and formulated permit conditions consistent with national policy and District procedures. Prepared high-quality, technically sound written products, including decision documents, Statements of Findings, Environmental Assessments, Section 404(b)(1) analyses, and regulatory correspondence. Coordinated extensively with applicants, consultants, attorneys, Federal, state, and local agencies, elected officials, and the public, including preparation for and participation in public hearings. Monitored permit compliance, investigated unauthorized activities, developed enforcement recommendations, and coordinated with legal counsel on litigation support when required. Provided technical guidance, review, and mentoring to lower-grade staff, ensuring consistency, timeliness, and policy compliance in regulatory decisions.Other Conditions And RequirementsThis is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD, Section 9905 to recruit and appoint qualified candidates to positions in the competitive service.Minimum Education RequirementEngineering: Bachelor's degree (or higher) in engineering. The program must: lead to a degree in a school with at least one program accredited by ABET.
