We offer flexible scheduling that helps employees maintain a healthy work-life balance.About The Division: Fiscal Management (FM) supports the Comptroller's role as the state's chief accountant by managing the flow of financial resources and maintaining the state's books. With nearly 200 staff—including accountants, auditors, analysts, and subject matter experts—FM oversees statewide financial systems (SFS), monitors expenditures, enforces spending laws, manages appropriations, and produces key financial reports. The division also supports state agencies, higher education institutions, and the Legislature by providing reporting, research, policy guidance, training, and analysis of legislative impacts. Guided by a philosophy of integrity, innovation, communication, and continuous learning, FM emphasizes strong relationships and recognizes people as its greatest asset.Work Hours: Agency standard work hours are Monday through Friday from 8 am to 5 pm, 40 hours per week, with occasional evening and weekend hours. Hours are subject to change based on business needs or division determination and may vary in accordance with division policies for Work Alternative Schedules (WALT). This position may be eligible for a flexible/hybrid work schedule if certain conditions are met; working arrangements may change at any time as business necessitates. Fiscal Management adheres to the agency's directive for telework participation.QualificationsMinimum QualificationsEducation: Graduation from an accredited college or university with a bachelor's degree.Experience: Three years of experience with systems security theory and practice, or use of application security features in large financials systems. Three years of experience communicating directly with customers or end users to assist with security access or administration. Two years of experience using PeopleSoft version 8.8 (or above).Preferred QualificationsPreferred Education: Graduation from an accredited college or university with a bachelor's degree in Computer Science, Computer Information Systems, Management Information Systems or a related field.Preferred Experience: Experience performing security administration using PeopleSoft version 9.1 (or above). Experience working with any of the following: USAS, SPRS, HRIS, SPA, CAPPS and/or Business Objects. Experience working with Texas state government processes, policies and procedures. Experience creating training curricula, conducting training classes and evaluating training classes or programs.SubstitutionsOne additional year of experience in systems security theory and practice, or use of application security features in large financials systems may substitute for thirty semester hours of educational requirement with a maximum substitution of 120 semester hours (four years).Licenses and Certifications Preferred:CompTIA Security+ or equivalent certificationCertified Information Systems Security Professional (CISSP) or equivalentIn this role you will:User Access & Customer Service:Reviews and processes Security Requests for access to SFS (Production and Non-Production) applications. User access processing and customer service duties include, but are not limited to:Performs forensic analysis of information systems.Processes Role Based Access Control (RBAC) security requests submitted through appropriate channels (ServiceNow and CAPPS Service Desk ticketing systems, email, and help desk phone line) within Service Level Agreement (SLA) time frames.Ensures security requests are authorized properly and meet security requirements such as segregation of duties (SOD).Provides security guidance to security coordinators and end users, as appropriate.Conducts quality checks (QC) on requested security changes.Supports customer access issues in TDIS using phone, e-mail and CAPPS Service Desk notification methods.System Maintenance & Support:Participates in the development, maintenance and support of SFS application security. System support duties include, but are not limited to:Performs technical risk assessments and reviews of account permissions, computer data access needs, security violations, programming changes, and new and existing applications and systems.Provides security guidance regarding SFS Role Based Access Controls (RBAC)Identifies problems and proposes innovative solutions.Participates in Disaster Recovery exercises and weekend maintenance testing and validation.Security Training:Trains users and promotes security awareness to ensure system security and improve application and server efficiency. Training duties include, but are not limited to:Trains agency security coordinators how to submit SFS role-based access control (RBAC) security changes (adding, removing, deleting).Develops SFS information security training for CPA internal teams and agency security coordinators.Communicates security processes and procedures.Communicates via methods such as Help Line, Email, and verbal.Provide one-on-one explanations to internal and external staff and management.Projects:Assists with various agency, division and team projects to provide security guidance and support.
