Also assists in preparing Charter School annual ACFR and management of annual audit for City and Charter School. Assists in preparing annual CRA financial report. Oversees quarterly and annual IRS payroll tax forms as well as State Fuel Tax forms as necessary.Assists in development of the comprehensive set of financial management policies and procedures for City, Charter School, and CRA in areas of accounting, budget, debt, economic resources, operations, billing, investments, and customer service.Assists in coordinating debt issuance to include development of financial plan, credit rating and bond insurer presentations, and work of financial team (financial advisor, bond counsel, underwriters, paying agent, etc.). Assists in overseeing refunding of bonds for potential interest savings. Meets quarterly with credit rating agencies to update Bond ratings. When financing is to be obtained, makes recommendations of how to finance projects such as bond issuance, obtaining a bank loan, etc. Assists in overseeing the semi-annual and annual debt service payments, assists in defeasance of bonds when necessary, assists in refinancing outstanding debt when there are opportunities. Oversees the coordination with federal and state agencies when funding the Utilities Expansion Project. Assists in overseeing all quarterly and annual reporting to federal and state agencies as required.Assists in advising the Budget Review Committee and Audit Committee on the City Manager’s proposed budget and tentative and final Council budget.
