About The OptiMinds Inc.The OptiMinds Inc. is seeking an experienced Project Controls Specialist III (Cost Analyst) to support large-scale capital construction programs. This role is ideal for a detail-oriented professional with strong expertise in cost management, forecasting, financial reporting, and project controls within complex construction environments.Position OverviewThe Project Controls Specialist III (Cost Analyst) will be responsible for maintaining project budget integrity, supporting forecasting activities, analyzing cost performance, and ensuring compliance with established project controls procedures. The selected candidate will collaborate closely with project management, construction management, scheduling, and finance teams to support successful project delivery.Key ResponsibilitiesMaintain and manage project budgets, forecasts, and financial data accuracy.Conduct monthly Estimate at Completion (EAC) reviews and variance analyses.Analyze project cost trends, risks, and mitigation strategies.Track Estimates to Complete (ETCs), change orders, task orders, and budget allocations.Review and reconcile project costs and budget reports on a monthly basis.Support cost forecasting, earned value management, and risk assessment activities.Prepare financial reports, dashboards, and cost performance analyses for stakeholders.Assist with contract amendments, purchase requisitions, PBAs, and change order documentation.Collaborate with scheduling teams to evaluate schedule impacts on project costs and cash flow.Review contractor and consultant payment applications for accuracy and compliance.Support program control database management and financial reporting systems.Ensure compliance with project cost management procedures and reporting standards.Participate in special projects and additional cost management initiatives as needed.Minimum Qualifications5–10 years of professional experience in project controls and/or cost controls within construction programs.Bachelor’s degree in Engineering, Construction Management, Business, or a related field.Additional relevant experience may substitute for education on a year-for-year basis.Experience supporting projects through the full project lifecycle.Strong knowledge of:Cost and schedule managementForecasting and earned value managementChange management and risk assessmentFinancial reporting and cost analysisAdvanced analytical and organizational skills.Excellent communication and presentation abilities.Ability to work effectively in fast-paced, team-oriented environments.Preferred QualificationsAdvanced Microsoft Excel skills.Experience with Proliance, Deltek Costpoint, Data Warehouse platforms, or similar project controls systems.Experience supporting large capital improvement or educational facility projects.
